Prediction markets are betting on natural disasters. Where do we draw the line?

Prediction markets are moving far beyond politics and sports — with contracts now covering hurricanes, wildfires and other natural disasters.

But should people really be able to bet on a hurricane making landfall, the severity of a disaster or even deaths?
