Ghana's finance Minister Seth Terkper says the 3 billion dollar loan from the China Development Bank hasn't stalled.
He maintains the facility is still being disbursed to Ghana.
President Mahama recently told the Chinese Government to expedite disbursement of the loan.
About 600 million dollars has so far been released to the Government of Ghana.
Much of that money has been used on Ghana's gas infrastructure in the Western region.
Mr Terpker has also allayed fears that Ghana is paying commitment fees for the loan despite its non-disbursement.
According to him, Government only pays commitment fees based on non-performance or as a result of some confusion that may have arisen concerning the facility.
