MMDAs in Greater Accra Region undergoes capacity building workshop

Accra, May 26, GNA - Mr Akwasi Oppong-Fosu, Head of Service, Local Government Service Secretariat (LGSS) on Wednesday noted that personnel of the Metropolitan, Municipal and District Assemblies (MMDAs) are undergoing capacity building training to build in them leadership and managerial skills.

This he said would enable them to competently handle the day-to-day activities of the assemblies and exposed them to effective guidance skills during the transition period from a de-concentrated public sector service delivery to a more devolved system.

Mr Oppong-Fosu was addressing the opening session of a three-day capacity building workshop for MMDAs in Greater Accra Region in Accra.

It was sponsored by LGSS and attended by participants from 10 MMDAs in the region, who would acquire proficiency in taking of minutes and report writing.

He said the Legislative Instrument (LI) 1961 being implemented since February 25, this year was to give effect to the Local Government Service Act of 2003, and provide a framework for administrative decentralisation.

Mr Oppong-Fosu explained that the LI sought to transfer authority and financial resources to the MMDAs and provide some public services from central agencies to the district level.

Mr Fats Nettey, Chief Director of Greater Accra Regional Co-ordinating Council appealed to the participants to impart the knowledge acquired on their colleagues in the MMDAs.

"This will in no doubt equip you and your colleagues with the necessary tools to monitor your performance at the assemblies to deliver services to people in the communities," he added.

He expressed concern that capacity building grant allocated to the MMDAs since November 2009 for demand driven capacity building had not been utilised.

Mr Nettey urged the participants to live up to their responsibilities to improve the living standards of the people and comply with laid down regulation of development partners for the benefit of the assemblies.
