The Triple Threat to the Central African Republic

Currently there are three factors that are impacting the Internal Stability within the Central African Republic. One of them is a series of Bush Conflicts that has lead to Peace Talks. The Other two are spilling over from regional conflicts.

First of all there is Darfur. The Main Area that has been impacted by this region of Fighting is the Northeastern Part of the Country. In 2007 at least 1,000 Fighters sought Refuge in Several Towns after a Clash between the Sudanese Government and Rebel Forces. A year earlier French Troops assisted the Military of the CAR in driving out of the Country a Similar Force that took up shop.

The Second Threat comes from the Militias that plague the Democratic Republic of the Congo and Uganda. In recent weeks the Armed Forces of GOSS (Government of Southern Sudan), The DRC and Uganda launched an Offensive against the LRA (Lord's Resistance Army). The LRA has failed on two different occasions this year to sign a Peace Accord with the Kampala Government.

After the Offensive was launched by the Three Governments the LRA has reportedly fled its previous base in the Congo and is attempting to reorganize in the Central African Republic. Earlier this year the LRA raided several villages in the Southeastern Part of the Country this year. Whether or not the African Forces will enter the CAR to deal with the LRA has yet to be determined at this juncture.

These two external factors do have the Potential to Wreck the currently successful but under reported Peace Talks. The Government of President Bozize and several Rebel Leaders have agreed to form a consensus government until Presidential Elections can be held in 2010.

There are two other key provisions in this accord that are interesting as well. First a Electoral Commission that will be composed of both supporters of the Government and the Various Insurgencies will be set up. If this body is Impartial and Transparent then the electoral cycle will be well organized.

The Second and probably the most important part will start a process that will demobilize, disarm and reintegrate the Rebels into the daily life in the country. Ridding the Country of Arms will also play a role in keeping various Militias from Darfur and the Congo from using the Country to reequip and recruit to replenish their forces.

The People within the CAR are trying to reach a settlement to the various Internal forces that have caused violence. Maybe it is time for its neighbors to control the external factors that may defeat the hard work that they are doing.
