Ghana-Russia Summit: What Mahama Secured from Putin

Ghana's President John Dramani Mahama left the third Russia-Africa Summit in Moscow with six commitments from President Vladimir Putin. Foreign Minister Samuel Okudzeto Ablakwa announced them on Saturday, October 31, 2026, following direct talks between the two leaders on October 30.

Nuclear power. Russia agreed to work with Ghana on a 2,000-megawatt nuclear plant to strengthen energy security and industrialisation. This revives a long-interrupted ambition.

The Soviets laid foundations for a first nuclear plant, but the programme was interrupted in 1966. A memorandum between the Ghana Atomic Energy Commission and Rosatom already underpins a Russian-backed plant.

Defence. The two countries agreed a new defence pact covering assets for Ghana's military.

Agriculture and education. The commitments include support for Ghana's agriculture sector and more scholarships for Ghanaian students in Russia. Putin said 649 young Ghanaians currently study in Russia.

The Ukraine war. This may be the most consequential outcome. Following concerns raised by Mahama, Putin agreed to stop the recruitment of Ghanaians, covering both voluntary enlistment and irregular recruitment. The stakes are real. Ablakwa has said 62 Ghanaians died fighting in the war, with 15 more unaccounted for.

PJCC. The two countries agreed to revive the Permanent Joint Commission for Cooperation, with Russia expected to host the next meeting in the coming weeks.

Context. Mahama framed the visit through Ghana's non-alignment. He said Ghana stays open to partnerships that serve its development, and welcomed Putin's willingness to resume trilateral talks on Ukraine. He also spoke of his own studies in Moscow on a full scholarship from 1986 to 1988.

The nuclear and defence items are agreements to work towards, with no signed contracts or timelines yet.

Reuters notes Rosatom said it was talking with four African countries, including Ghana, on large nuclear projects.
