Let it be categorical and unapologetic:
It is not only foreign companies externalizing Africa's wealth. It is our own leaders. Africa is not poor. Africa is being externalized.
The Gambia has confirmed what we whisper but fear to shout. It received US$2.57 million on (20 _21 October 2026) from the United States after America sold a mansion belonging to former ruler Yahya Jammeh. A mansion in Potomac, Maryland. High-end suburb of Washington D.C. Six bedrooms. Bought in 2010 for US$3.5 million through a trust set up by his wife, Zineb Jammeh.
Not bought with salary. It was proved in court it was bought with corrupt proceeds. U.S. investigators showed and the court found it was bought with bribes, with embezzled Gambian public funds, with criminal proceeds. Money stolen from a small river country where hospitals had no medicine, roads full of potholes, where youth had no jobs.
Jammeh ruled from 1994 to 2017. 22 years. When Gambians finally voted him out, he refused. It took regional soldiers to force him into exile in Equatorial Guinea. He lives there today. In luxury. While his victims wait for US$2.57 million to be shared as reparations.
This is the shame I want you to feel.
WE LOSE $88 BILLION, WE CELEBRATE $2.5 MILLION
For years we have rightly shouted: Stop externalization! Foreign companies taking gold, taking oil, taking diamonds. That truth stands. Africa loses US$88 billion every year to illicit financial flows. US$88.6 billion, says UN and Mbeki Panel. Not aid. Not loan. Stolen. Flown out.
But there is a second truth we hide because it bleeds:
Some of our leaders are the chief externalizers.
They are not looting in Dalasi or Cedi. They are looting in dollars. They are buying in Potomac, in Paris, in Dubai, in Johannesburg. Mansions taken just like that, seized by foreign courts because we failed to seize them ourselves.
How does a President of The Gambia, a country smaller than many districts, buy a US$3.5 million mansion in America while Gambians cross the sea and drown trying to reach Europe?
How?
Look at math that should make you ashamed:
The net is US$2.57 million from a US$3.5 million mansion. After legal fees, after sale discount. We lost almost US$1 million just in process. Stolen wealth never returns whole.
Potomac mansion returned after years in US court. US$88 billion leaves every year. We celebrate US$2.5M after 22 years of looting? Jammeh's overall loot is alleged and estimated in hundreds of millions according to TRRC and investigative reports. This mansion is one house. One.
Mbeki told us in 2015 we are bleeding. We clapped. Then went to sleep.
WE SIGNED THE LAW IN 2003 AND FORGOT IT
African Union said it plain. Not me. The African Union (AU).
Externalisation is a developmental crisis killing Agenda 2063. And AU has law. Not slogan. Law.
1. The Maputo Convention of 2003 - The Law We Signed and Forgot
Adopted July 11, 2003 in Maputo, in force 2006. African Union Convention on Preventing and Combating Corruption.
It says what we whisper:
Criminalize illicit enrichment: If a public official's assets explode beyond salary, that is crime. Not success. Crime.
Asset declarations: Every public official must declare. Before office, during, after. Public, verifiable. Not secret envelope in drawer.
Bank secrecy is no excuse: Article 17 - No country can hide behind bank secrecy to refuse cooperation. If we ask Switzerland where our money is, Switzerland must answer.
Seize, confiscate, repatriate: The Convention orders seizure and return of stolen wealth to country of origin.
Question: How many Presidents declared assets publicly in 2026? How many Ministers?
We signed Maputo. We don't enforce Maputo.
2. The Mbeki Panel - The Truth We Endorsed and Buried
2015 AU Special Declaration on Illicit Financial Flows. Endorsed Thabo Mbeki's High-Level Panel.
AU said: We commit to halt capital flight. We will identify and return all financial resources lost. We will mount diplomatic and media campaigns.
Where is campaign? Potomac is first major return Gambia got in years.
3. The Handshake We Don't Name
AU says it clearly: Global shadow financial system - tax havens, offshore accounts, secrecy jurisdictions, abusive transfer pricing - shaking hands with local elite who sign contracts that allow it, who take bribes, who loot directly.
65% commercial - multinationals cooking books. Rest criminal and corrupt - our own. Both are betrayal.
You cannot mobilize domestic resources for Agenda 2063 when domestic resources are in Potomac.
THE US$2.5 MILLION LESSON - GOOD AND BAD
Credit where credit is due:
The Gambia did the right thing. The money is not going to State House. It is going to independent Reparations Fund at Central Bank of The Gambia for victims under Victims Reparations Act. That is leadership. That is how recovered money must go - not to general budget where it will be externalized again.
The US. did the right thing. Forfeiture secured in 2022, sale, return. Not pocketing it. This is how international justice should work.
But shame where shame is due:
Why did Central Bank of The Gambia not flag it in 2010? Why did we need FBI to tell us our President is a thief?
Why do we need a US court to invoke Article 17 when we wrote Article 17 ourselves?
This is not only Gambian story. This is Africa's story.nForeign companies externalize our wealth through contracts. Some leaders externalize it through suitcases and trusts in their wives' names.
FINAL PLEA - ENFORCE WHAT WE SIGNED OR STOP COMPLAINING
UU$2.5 million is not victory. US$2.5 million is receipt. Receipt of shame.
It says: Yes, your former President was found to have stolen from you. Yes, he hid it in America. Yes, America sold it and gave you back what remains. Use it to pay the people he tortured.
We don't need new convention. We need enforcement. Now.
1. Publish declarations NOW: All AU heads must publish asset declarations before February 2027 Summit. No publication, no podium.
2. Make illicit enrichment automatic crime: Adopt in all 54 penal codes as Maputo demands. No need to prove bribe, only unexplained wealth. That will catch Potomac mansions before FBI does.
3. Invoke Article 17: AU must write to every secrecy jurisdiction: We want our money. Start with 10 biggest cases.
4. 54 votes for recovery: AU has 54 votes for Cuba. Can we have one voice for stolen assets? One AU treaty to seize and return African loot wherever it is?
Agenda 2063 says: The Africa We Want.
Africa we have now: Signs convention in 2003, endorses Mbeki in 2015, loses $88 billion in 2026, celebrates US$2.5 million return as victory.
That is not Africa we want. That is Africa being mocked.
The law exists. Maputo exists. Mbeki exists. Article 17 exists. Gambia showed recovery is possible.
What is missing is will.
The Gambia got US$2.5 million back. How many Potomac mansions does your country have out there?
Go and find them.
