Algiers and Niamey Close Ranks: What the New Algeria–Niger Security Pact Means

Barely a year after a diplomatic crisis, Algeria and Niger are building a security partnership that is changing the balance of power in the central Sahel.

On 21 October, Algeria's army chief of staff, General Saïd Chengriha, received Niger's defence minister, General Salifou Mody, in Algiers, and the two signed a bilateral military cooperation protocol. It was Mody's second visit to Algiers in two weeks, and he also met President Tebboune.

The terms are the open question. The African Report says the agreement is loosely defined and its terms have not been made public. Algerian outlet Horizons, in contrast, says the pact sets up a formal mechanism to tighten cross-border defence, enhance intelligence sharing and counter transnational crime along the shared frontier. Treat the second description as Algiers' framing until the text appears.

The pact follows a quick run of practical steps. Algeria sent four Sukhoi Su-30 fighter jets and an air-to-air refuelling plane to Niger's Air Base 101 in Niamey, after earlier sending four helicopters in August. RT reports the jets came after a failed military mutiny at a Niamey airbase. That is a striking show of support for a government that took power by coup, and it was not publicly described as an intervention.

Why would Algiers do this? Analysts cite border security first. Algeria shares a porous 951-kilometre border with Niger, and Algerian leaders increasingly see instability in the AES as a threat to their own national security. The International Crisis Group's Riccardo Fabiani says Algeria can no longer defend itself only by protecting its own borders.

Energy matters as well. Niger sits at the heart of the future Trans-Saharan Gas Pipeline, running more than 4,100 kilometres from Nigeria to Algeria's coast, and the two states agreed in February to restart work on it.

The thaw is recent. The agreement is another step in rebuilding ties after a diplomatic crisis in 2025. It is part of a wider reset with the Alliance of Sahel States: Mali restored diplomatic relations with Algeria on 11 July after a yearlong rift. Some outlets also link the move to Russia, with one calling Algiers' push encouraged by Russia, though the reports do not show how.

For coastal West Africa, the pact is a reminder that the Sahel's security architecture is now shaped by many actors, not just ECOWAS and Western partners. Algeria brings aircraft and a long border; it also brings its own interests in gas and in keeping jihadist and separatist threats away from its territory. Whether its support helps stabilize Niger or deepens the region's divisions will depend on how the agreement is used and who it is aimed at.
