Washington and Brussels Compare Notes on Africa: What the Garcia–Neliupšienė Meeting Signals

The United States and the European Union rarely announce how they coordinate on Africa, so even a short readout is worth reading closely.

According to a post from the EU Delegation in Washington, Assistant Secretary Frank Garcia met EU Ambassador Jovita Neliupšienė to discuss ongoing cooperation on peace, security and economic growth in Africa. The public message gives no date, venue or list of agreed actions.

Both officials are relatively new to their posts. Garcia was sworn in as Assistant Secretary of State for African Affairs on 1 June 2026, after a career that included 28 years as a US Navy officer and work in Congress on defence and intelligence oversight. Neliupšienė has been the EU's ambassador to the United States since 1 January 2024 and is the first woman to hold the post.

The agenda matches the priorities each side has stated. The State Department's Africa strategy has three core objectives: advancing trade and commercial ties with key African states, protecting the United States from cross-border health and security threats, and supporting stability and self-reliance. The EU is acting on the security side too.

In October, Brussels adopted a €20 million European Peace Facility measure for Nigeria's armed forces, covering non-lethal equipment.

West Africa is a clear overlap. Garcia has engaged with the Sahel states: he and Deputy Secretary of State Christopher Landau met ambassadors of the Alliance of Sahel States on 1 July, and his first trip to the continent took him to West Africa, including Mali. The EU, for its part, is supporting ECOWAS and coastal states facing spillover from the Sahel.

What is not known matters as much. The post does not say whether the two sides agreed to coordinate on security assistance, trade and investment, or on responses to the Sahel's realignment. The US stresses commercial diplomacy, while the EU leans on development and security partnerships, so how far their approaches align will be seen only in practice.

For African governments, the practical question is whether two large partners that talk about "cooperation" will deliver coordinated support or overlapping, competing offers. A clear sign would be joint or complementary programmes on security training, infrastructure and trade, with African priorities setting the terms.
