Feature Article The Price of Accountability: Why the NPP Must Bring Ken Ofori-Atta to Justice or Face Political Oblivion

The political destiny of the New Patriotic Party (NPP) has reached a definitive crossroads, bound directly to its handling of former Finance Minister Ken Ofori-Atta. For years, the economic stability of Ghana has been severely compromised by fiscal choices and structural failures overseen during his tenure. Despite deep public anger, persistent demands from civil society, and official investigations launched by the Office of the Special Prosecutor (OSP), the political elite have continually shielded him. The warning from the Ghanaian electorate is unambiguous: if the joint leadership of Nana Akufo-Addo, Dr. Mahamudu Bawumia, and the NPP hierarchy fails to ensure Ken Ofori-Atta faces the full rigor of the law, the citizens will permanently strip the party of its moral right to govern. Justice is no longer optional—it is the prerequisite for the NPP’s survival.

Economic Destruction and Allegations of Malfeasance

The demand for prosecution is grounded in specific actions that crippled the nation's financial foundations:

  • The Downward Economic Spiral: Under Ofori-Atta's multi-year management, the nation witnessed unprecedented debt accumulation, leading to a painful debt restructuring program and a mandatory $3 billion IMF bailout that severely diminished the purchasing power of ordinary citizens.
  • The Strategic Mobilisation Limited (SML) Scandal: The OSP's high-profile corruption probe into the multi-million dollar revenue assurance contract between SML and the Ghana Revenue Authority (GRA) remains a focal point of public outrage.
  • Controversial State Projects: Unresolved financial questions surround massive procurement irregularities, including millions of state funds funneled into the stalled National Cathedral project.
  • Evasion of State Inquiries: Ofori-Atta’s continuous absence from the country and refusal to cooperate with physical summons from state investigative bodies has exacerbated public resentment.

The Joint Responsibility of Akufo-Addo, Bawumia, and the NPP

True accountability cannot occur without dismantling the systemic protection provided by the party leadership:

  • The Legacy of Executive Protection: The culture of impunity was fostered under former President Akufo-Addo's administration, which routinely dismissed parliamentary censure motions and defended Ofori-Atta against public outcry.
  • The Electorate's Test for Bawumia: As the leader of the party, Dr. Mahamudu Bawumia cannot distance himself from the economic fallout; his commitment to transparency is judged directly by his willingness to break ranks and demand legal action against former cabinet officials.
  • Systemic Defensiveness: The NPP leadership has frequently mischaracterized independent anti-corruption investigations as political persecution, directly undermining state institutions to save an individual.

Crucial Suggestions and Strategic Actions

To prevent a permanent exit from governance, the state apparatus and ruling party must pivot instantly:

  • Enforce Interpol and Extradition Protocols: State authorities must utilize international legal cooperation to compel Ofori-Atta to return to the jurisdiction and answer criminal summons in person.
  • Execute Unconditional OSP Interrogations: The state must back the OSP's position that lawyers cannot substitute a suspect's presence, requiring biometric profiling, statements, and fingerprinting.
  • Pass Stringent Financial Accountability Reforms: Parliament must enact legislation that permanently limits executive control over spending officers, isolating internal auditors from political pressure.
  • Freeze Contentious Assets: Initiate immediate judicial freezes on all personal and corporate assets linked to disputed procurement contracts, such as the SML and National Cathedral projects, until investigations conclude.

Ghanaians have historically demonstrated remarkable patience, but that patience has evaporated in the face of structural economic devastation. The narrative surrounding Ken Ofori-Atta has shifted from a policy debate into a profound test of Ghana’s judicial integrity. By choosing to insulate a single individual from accountability, Nana Akufo-Addo, Dr. Bawumia, and the NPP are actively gambling away the party's future relevance. The path forward demands an unconditional submission to the rule of law. If the ruling class continues to ignore this demand, the verdict delivered at the ballot box will be swift, merciless, and enduring.
