Kabila's Gamble: What the FRN Means for Peace in Eastern Congo

Kabilas Gamble: What the FRN Means for Peace in Eastern Congo

A rebellion gets a new face Joseph Kabila was proclaimed president of the Front pour la Refondation de la Nation (FRN) at his residence in Goma, a city the M23 has controlled since January 2025. The FRN absorbs the AFC/M23 and Twirwaneho. Kinshasa's accusation of a "general attack" against the state is the government's reading of that move. Kabila's side presents it as a fight against tyranny.

Who is in the room
Corneille Nangaa and Bertrand Bisimwa are vice-presidents, Sultani Makenga is chief of general staff, and Freddy Kaniki is secretary-general. The group's adviser said its mission is to end tyranny "by any means necessary, including force." The FRN cites Article 64 of the Congolese Constitution to justify its action.

The long road to open alliance
This was not a surprise to close watchers. Kabila travelled to rebel-held Goma in 2025, and several of his former allies have since taken positions inside the AFC/M23. A June UN Group of Experts report had already noted a possible restructuring of the AFC/M23, with a leading role for Kabila.

A military court sentenced him to death in absentia last year for treason, war crimes and crimes against humanity, and he called the case politically motivated. He also published a 12-point peace plan in South Africa's Sunday Times, criticising Tshisekedi's handling of the conflict.

What it means for the military picture
Kabila is a former army chief, and one analyst said there are fears that government troops could defect. Another researcher read the launch as a direct confrontation between Kabila and Tshisekedi, and expects escalation on the military front. Kinshasa is likely to respond by hardening its position. Analysts expect efforts to isolate Kabila and the FRN regionally.

What it means for peace efforts
Under US pressure, the government and the AFC/M23 began direct talks in Doha. The FRN complicates them in three ways. The rebels now speak with a political voice that claims national legitimacy, not only local grievances. A death sentence hangs over their president, which makes any amnesty or power-sharing deal harder. And regional backers stay in the frame: the US and UN accuse Rwanda of backing the M23, and Uganda has also been accused. Rwanda denies it.

My assessment
I see three priorities. First, protect the Doha track, because walking away would hand the military option to both sides. Second, put outside support on the table, since no settlement survives while the M23 is resupplied from across the border.

Third, answer the governance grievances politically, because a rebellion with a former head of state at its head will not end by force alone. Having reported on the Sahel, I know how a conflict becomes harder to end once its leaders claim legitimacy, not just territory. Civilians in the Kivus will pay for any miscalculation.
