The French Ambassador to Ghana, H.E. Diarra Dimé-Labille, and her delegation have held talks with the Minister for Works, Housing and Water Resources, Hon. Ahmed Ibrahim. The discussions covered affordable housing, water management, sanitation and climate resilience.

The meeting came shortly after Mr Ibrahim took over the portfolio. He was moved to the Works, Housing and Water Resources Ministry in President John Mahama's reshuffle announced on August 7, 2026.

At his swearing-in on August 25, he raised concerns about Ghana's inability to meet its housing targets and pledged to complete stalled housing projects and start new ones. Affordable housing is therefore an obvious area for outside partners to engage.

The talks built on the longstanding work of the Agence Française de Développement (AFD) and Expertise France in Ghana. AFD's portfolio in Ghana has included projects in urban and rural development, among them the Kumasi Road and Drainage Extension Project, which aims to improve mobility and flood resilience in Ghana's second-largest city. That work matches the sanitation and climate-resilience priorities raised at the meeting.

Both sides also highlighted French language learning as a way to strengthen people-to-people ties. This builds on an existing foundation. At this year's Bastille Day celebration in Accra, the Ambassador pointed to five Alliances Françaises, two of them in Accra and Kumasi, which are celebrating 70 years. She also noted that over 60 French companies operate in Ghana, representing €2.5 billion in investment and nearly 70,000 direct jobs.

The Ambassador's focus on these themes is consistent. When she assumed duty, she listed cultural and educational exchanges and climate and sustainable development among her priorities. The two sides agreed on the importance of working together on sustainable, inclusive and climate-resilient solutions that improve living conditions and support Ghana's development. Whether the talks lead to concrete projects and funding is the question to watch.
