British Prime Minister Andy Burnham delivered his first address to the United Nations General Assembly (UNGA) on Tuesday evening, September 22, 2026, during the ongoing 81st session of the UN General Assembly in New York.
The British Prime Minister’s appearance, however, came during a relatively late session, when the General Assembly chamber appeared considerably less crowded than during some of the day’s earlier high-profile addresses.
Burnham was among several world leaders participating in the opening day of the General Debate, which runs from September 22 to 26 and continues on September 28.
Reports from the UN session noted that Burnham spoke late in the evening. Media coverage also described the chamber as sparsely attended during his address, while noting that attendance can vary significantly during UNGA because leaders and delegations often have bilateral meetings, receptions and other engagements throughout the high-level week.
Burnham focuses on AI, global security and disinformation
Despite the relatively light attendance in the chamber, Burnham used his inaugural UNGA address to outline Britain’s approach to a changing international environment.
According to the UK government, the Prime Minister called for greater international cooperation on artificial intelligence, arguing that common standards are needed to manage the opportunities and risks associated with rapidly developing AI technologies.
He also addressed international security, the war in Ukraine and the Middle East, as well as what his government described as hostile information and disinformation campaigns.
Burnham announced plans for a new National Centre for Information Defence, intended to help detect, attribute and disrupt hostile state information attacks. He specifically criticised Russia’s alleged role in spreading disinformation, a position that was subsequently rejected by the Kremlin.
The Kremlin, through spokesperson Dmitry Peskov, criticised Burnham’s comments about Russia, describing Britain’s approach as counterproductive to efforts to reduce tensions in Europe.
Bilateral diplomacy remains central to UNGA
The lighter attendance in the General Assembly chamber also highlights an important feature of the annual UN high-level week: much of the diplomatic activity takes place outside the main General Debate.
Heads of government and senior officials typically use the UNGA period for bilateral and multilateral meetings with counterparts, alongside formal speeches in the General Assembly Hall.
Burnham’s New York programme included a meeting with U.S. President Donald Trump, with discussions covering issues including trade, immigration, the Falklands, Ukraine and the Middle East.
The British Prime Minister also participated in discussions involving artificial intelligence, European security and the Middle East during his first UNGA visit.
A significant first appearance
Burnham’s first appearance at the General Assembly therefore combined a formal international address with a broader programme of diplomatic engagements.
While images from his speech showed a relatively sparse chamber, the circumstances should be viewed within the wider structure of UNGA high-level week, where leaders’ schedules extend well beyond their appearances in the General Assembly Hall.
His address nevertheless placed Britain’s priorities on AI governance, democratic resilience, international security and cooperation firmly on the agenda of his first UNGA appearance.
