We would be looking at major expectations by way of recommendations from the 4th and 6th president of the fourth Republic of Ghana, a brief about the UNGA 81st session, his dealings the speech to be delivered by president Mahama, recommendations among others

The high-level General Debate runs from Tuesday, September 22 through September 28, 2026, bringing world leaders together to address global peace, climate action, and sustainable development.Key Dates and Schedule Opening Date includes September 8, 2026 Opening of the 81st session,Digital at UNGA 2026: September 21, 2026 ITU-led digital innovation and awards ceremony, Our interest the General Debate which opens September 22 – 28, 2026 where High-level speeches by heads of state are expected including that of president Mahama. Also Climate Week at New York City is expected from September 20 – 27, 2026 a Concurrent climate action events.

Kudus Research and Advocacy Center looked into major expectations of the United Nations 81st Session. The 81st session of the UN General Assembly (UNGA 81) opens on September 8, 2026, with the high-level General Debate running from September 22 to September 28, 2026, in New York. Expectations center on revitalizing multilateralism, accelerating climate action (including operationalizing the Loss and Damage fund), regulating artificial intelligence, and managing ongoing geopolitical conflicts. Key Agenda Items and High-Level Meetings includes; Climate Action: Focus on extreme weather impacts, sea level rise threats, and pushing developed nations for finance commitments. Kudus Research And Advocacy Center expects President Mahama to consist a team of advisors trust worthy enough in all his dealings, the president foreign minister First Lady Lordina Mahama is a must where a mini team of advisors for First Lady Lordina Mahama be arranged schedule meetings and program for her as well, dressing and general dealings should be done based on pass experience of the session attended. The team should consist also of Ghanaian business and investor community led by the Ghana Investment Promotion Authority GIPA

President John Mahama hypothetical Speech at UNGA 81st Session

The speech is expected to be in three phases where the first part would be introduction where existing protocols would be duly acknowledged historic and reason why the gathering, the second phase would consist of key issues where Mahama is expected to look into major issues of championing his global movement for reparatory justice, New UN secretary General, Climate Change and climate actions Sustainable development goals Mahama administration major policies programs and achievement that UNGA 81st session would be interested and the third phase will consist of summary conclusions and thanks given for the August house granting him the needed attention and audience

The Speech
The presiding President Khalilur Rahman, Secretary General Antonia Guterres Colleagues head of states and governments presents First Lady Lordina Mahama , the Ghanaian delegation and all diplomats invited guest presents ladies and gentlemen. Would like to use this opportunity to congratulate you Mr, Khalilur Rahman of Bangladesh your election as the presiding president of the 81st session of the United Nations General Assembly

Mr president we are here again at the United Nations General Assembly to deliberate on major issues of concern to us all as we did the last time, Mr president for very soon we would goodbye Secretary Antonio Guterres, that brings as to the question of who becomes the next Secretary General of this Organization, would like to use this opportunity to call on the General Assembly to get a competent trustworthy and qualified person who if not to maintained the standards set by his predecessors but to improve upon them, we might have our preferred candidates to fill in that vacancy but premium and priorities should be placed on having someone who can do the job for us all devoid of bias, for Ghana ( can make public declarations for specific candidate).

Mr President spearheaded a global movement for reparatory justice, successfully leading Ghana and the African Union to pass a landmark UN General Assembly resolution on March 25, 2026, which officially designated the Transatlantic Slave Trade as the gravest crime against humanity. Key Positions and Actions UN Resolution: Led the historic push at the United Nations to formally classify racialized chattel enslavement and the trafficking of Africans as the gravest crime against humanity.Call for Reparations: Demanded historical accountability, financial compensation, and institutional acknowledgment from former colonial powers and corporate entities that profited from the slave trade.Restitution of Artifacts: Advocated for the return of cultural artifacts stolen from Africa during the eras of slavery and colonialism.Also called for Global Unity: Emphasized solidarity between Africa and the global diaspora including regions like the Caribbean, the Americas, and Latin America to jointly pursue reparatory justice and truth-telling. Today the major hurdle have been passed we are now seeking for the second phase of physical action of demands of compensation Restitution of Artifacts among others, Mr president we also use these opportunity to thank all my team in Ghana led by the foreign minister Africa and the global diaspora including regions like the Caribbean, the Americas, and Latin America who jointly pursue reparatory justice and truth-telling and finally many thanks to UNGA and all the countries who voted for the resolution to be passed.

Mr President would also like to use this opportunity to again call on the UNGA to consider restructuring of the United Nation Security Council to include Africa into the permanent UN Security Council seats which will provide the continent with fairer voice in decisions making on the global peace and security of which the continent contributes highly and also a vulnerable region, Mr president would suggest to the Assembly that each Africa’s five geographical regions should have a permanent representative on the council giving the continent a collective presence that reflects its regional diversity

Mr President Since assuming office for his second non-consecutive term on January 7, 2025, My administration has focused heavily on an economic and governance "reset" agenda. Key early achievements include stabilizing macroeconomic indicators with a sharp drop in inflation, abolishing heavy nuisance taxes, and implementing a leaner, more efficient government structure.Economic Stabilization and Tax Relief Taxes Scrapped: Abolished burdensome public levies, including the Electronic Transfer Levy (E-Levy), betting tax, and emission levy to lower the cost of living and business operations.Inflation Control: Steered a substantial decline in inflation down from nearly 23.8% at the end of 2024 to single digits by late 2025. Cedi Stability: Achieved notable relative currency stabilization against major foreign trading currencies through strict fiscal discipline.Governance and Accountability Reforms Leaner Government: Rapidly formed an efficient administration, significantly reducing the total count of ministers and presidential staffers compared to previous terms.Ethical Oversight: Introduced a mandatory Code of Conduct for all government appointees and banned officials from purchasing state assets.State Expenditure Checks: Placed a strict ban on non-essential foreign travel by public officials and halted state funding for the costly National Cathedral project.Social Welfare and Human Capital Development No Fees Stress Policy: Rolled out targeted educational interventions, providing free first-year academic user fees for fresh tertiary students.Disability Support: Instituted free tertiary education provisions explicitly for persons living with disabilities.Mahama Care & Health Initiatives: Launched the Mahama Cares medical trust fund to handle chronic health conditions and improve overall healthcare access.Youth Empowerment: Seeded multi-sectoral job creation platforms like the Adwumawura Programme, National Apprenticeship Programme, and the One Million Coders initiative.

Mr President Jobs and Labor Market Reports Unemployment Rate: Recorded at 13.0% based on recent labor force statistics.Economic updates indicate that overall economic growth has not translated into sufficient high-quality formal wage jobs, with youth employment remaining a primary challenge.Minimum Wage: The National Daily Minimum Wage increased by 9% to GH₵21.77, effective January 2026

Ghana's annual inflation rate rose to 5.0% in August 2026, up from 4.6% in July, while recent labor reports show national unemployment standing at 13.0%. Mr President since in office assented to more than 10 acts and bills passed by Parliament, aimed at reforming the economy, national security, and justice administration including Customs Act, 2026,Community Service Act, 2026,Tribunals Act, 2026,Maritime and Related Offences Act, 2026,National Defence University Act, 2026,Income Tax (Amendment) Act, 2026,Energy Sector Levies (Amendment) Act, 2026,Ghana Cocoa Board Act, 2026,Value Added Tax (Amendment) Act, 2026,Excise Act, 2026, Also signed The Tax Repeals: bills officially abolishing the Electronic Transfer Levy (E-Levy), Betting Tax, and Emissions Levy to ease public financial burdens. Back in May 2026 Signed three key accountability and institutional bills into law including Legal Education Act ending the Ghana School of Law's monopoly, Value for Money Office Act to review public contracts and curb inflation of project costs and Governance Advisory Council Act (to promote public trust and combat corruption.

Mr President on Sustainable Development Goals my administration have made significant progress highlights of policies and programs

President John Dramani Mahama launched Ghana’s third Voluntary National Review (VNR) Report on the Sustainable Development Goals (SDGs) in July 2025, prioritizing five interlinked areas decent work, basic education, sanitation and hygiene, energy efficiency, and strengthened institutions to accelerate progress toward the 2030 Agenda. Strategic SDG Focus Areas includes a framework focuses on cross-cutting catalysts designed to advance multiple targets simultaneously:Basic Education: Expanding access to learning and school feeding programs, particularly in under-served northern and rural areas.Decent Work: Fostering economic growth and job creation, noting GDP recovery following post-pandemic stabilization.Sanitation and Hygiene: Targeting localized clean water and basic sanitation infrastructure through decentralized local assemblies.Energy Efficiency: Tapping into climate finance opportunities and sustainable energy transitions.Strong Institutions: Aligning national development frameworks and data dis-aggregation to empower Metropolitan, Municipal, and District Assemblies (MMDAs).

Mr President Key Goals and Challenges Identified Healthcare Targets: Emphasized reducing maternal mortality rates and enhancing nationwide healthcare accessibility.Poverty Reduction: Addressed regional disparities, noting a multidimensional poverty rate baseline of 41.3 percent to guide focused interventions.Global Frameworks: Advanced the "Accra Reset" initiative on the global stage to reform international development financing and cooperation for the post-SDG era, of which obviously my administration for that matter Ghana can not do it alone needs collective hands on deck and I am using this opportunity to call on all major stakeholders of concern who wants to achieve the SDGs to partner Ghana in that regards by investing doing business and supporting pro SDGs policies and programs of my administration

Mr President my administration climate change and environmental initiatives focus on institutional reform, green energy transitions, reforestation, and firm regulations against illegal mining (galamsey). It centers on building climate resilience and steering Ghana toward sustainable development. Institutional and Policy Actions, the Climate Change Portfolio: Established a dedicated position of Minister of State for Climate Change and Sustainability to prioritize environmental stewardship at the highest government level. International Advocacy: Championed global coordination on climate-induced risks and public health at international forums like the One Health Summit.Carbon Budget Allocation: Committed parts of Ghana's carbon budget under Article 6 of the Paris Agreement to approved emissions-reduction projects. Reforestation and Land Protection, The Tree for Life Initiative: Launched a massive nationwide green campaign targeting millions of tree seedlings to restore degraded forest reserves and land. Strict Mining Bans: Enforced strict prohibitions on mining inside forest reserves alongside specialized task forces to seize illegal mining equipment. Energy and Green Economy, Clean Energy Transition: Advanced policies expanding reliable solar, wind, and hydroelectric options to decrease fossil fuel dependence. Agro-Industrial Reform: Promoted sustainable agricultural value chains and local processing to mitigate post-harvest vulnerabilities linked to changing weather patterns.

Mr President strongly condemned the recurring xenophobic violence targeting African nationals, including Ghanaians, in South Africa, calling it a major threat to African unity and integration.Key Stances and Actions taken included Call for African Union (AU) Action: urged the African Union to actively address the violence rather than ignoring it, stating that sweeping the issue under the rug prevents solving its root causes. Evacuation of Citizens: Due to safety fears and severe losses including businesses and properties built over years the Ghanaian government organized charter flights to evacuate hundreds of distressed citizens from South Africa, providing them with reintegration support upon return.Criticism of South African Response: expressed disappointment that South African authorities have not responded with the expected level of seriousness, noting that individuals funding the attacks are allegedly known yet operate with impunity. Diplomatic Engagement: While maintaining that Ghana holds no malice toward South Africa, the administration through diplomatic channels led by my Foreign Minister Samuel Okudzeto Ablakwa and discussions with a sent South African delegation pushed to table the matter on continental platforms for proper accountability and explanation

Mr President as a continent of Africa we have our own version of the never ending migrants crisis issues where the usual moving of Africans from the continent to Europe the Americans and other parts of the world in hope and search of greener pastures heavily deported from such countries where not the case but Africans in our own continent being maltreated as in the case of South Africa where several foreigners of Africa decent including Ghanaians where attacked and killed as I speak properties and lives where lost where my administration had to intervene to evacuate Ghanaian citizens back home , despite diplomatically we have looked into UNGA needs to do their best towards migrants issues, and a continent we must treat each other us one, my administration quest to deal with the migrants issues globally not only Africa agreed with the United State to send some deported migrants of African decent to Ghana, among many policies and programs my administration is implementing that is job issues that is the number one driver of migrants towards leaving the country among others to better their basic economic life’s.

Mr President the Russian Ukraine war,The Middle East conflicts Israeli Iran Gaza war have affected major activities global of which Ghana also badly affected economically the blockage of the Strait of Hormuz due to the Iran US conflict have resulted into distraction of the supply chain and risen petroleum prices, which affected badly the economic prosperity my administration were building bring back inflation to substantial high number goods services products prices been hiked, would like to use this opportunity to call on UNGA to look into resolving these conflicts including that in Africa

Mr President in conclusion would like this August house to look into making sure that we get a next leader that’s the Secretary General of the United Nations who would do the job for all not selected established few,action of demands of compensation Restitution of Artifacts taken by UNGA , most importantly would like to use this opportunity to call on the business and investor community to come and investor and do business in Ghana, take advantage of our warm hospitality business friendly environment of peace and stable democracy among others.
