Cairo as Beijing's Gateway: What Xi Jinping's First Egypt Visit in a Decade Signals for China-Africa Relations

Chinese President Xi Jinping landed in Cairo on Tuesday evening for his first visit to Egypt in a decade, accompanied by his wife Peng Liyuan and welcomed by President Abdel Fattah Al-Sisi and First Lady Entissar Amer. The three-day state visit, coinciding with the 70th anniversary of China-Egypt diplomatic relations, is being read across the continent not simply as a bilateral courtesy call, but as a statement about how Beijing intends to project itself into Africa in the years ahead through Cairo as much as through any single sub-Saharan capital.

A Decade-Long Gap, Deliberately Closed
Xi last set foot in Egypt in January 2016, when he addressed the Arab League in Cairo and witnessed the signing of infrastructure, energy, finance and industrial agreements.² This week's return follows his attendance at the Shanghai Cooperation Organisation summit in Kyrgyzstan, and China's foreign ministry has described the current state of China-Egypt relations as being "at their best in history," with the visit intended to build on past cooperation while setting direction for the future. In a signed article published in Egyptian media ahead of his arrival, Xi described the relationship as a model of amity, solidarity and cooperation among developing countries and, notably, as a benchmark for collective cooperation between China and both the Arab world and Africa as a whole.

Egypt as China's Continental Hinge
That framing is deliberate. Egyptian officials themselves have described China as viewing Egypt as a strategic gateway to Africa and the Middle East, owing to its geography and its influence across both regions.Xi's own remarks in Cairo reinforced this, with the Chinese leader expressing readiness to work with Egypt to advance the "five cooperation frameworks" between China and Arab states and to follow up on the ten partnership actions for modernization agreed between China and Africa at recent Forum on China-Africa Cooperation (FOCAC) gatherings.

In effect, Cairo is being positioned less as one stop among many and more as a hinge connecting Beijing's Arab-world diplomacy to its continent-wide Africa strategy.

Economic Stakes on Both Sides
The economic logic reinforces the political framing. Cash-strapped Cairo has been looking to deepen economic ties with Beijing at a moment of continued fiscal pressure, while China has been seeking to expand its artificial intelligence footprint in Egypt a push that has already generated friction with Washington over technology competition in the region.

Cooperation documents between the two governments have also identified climate action, new energy and the low-carbon economy as emerging priorities, aligning with Egypt's National Climate Change Strategy 2050 across energy, transport, industry, water, agriculture and tourism.

Egypt's accession to BRICS has further cemented this economic convergence, reflecting Cairo's expanding role in the bloc's alternative economic architecture.

Military Signalling Alongside Diplomacy
The visit has not been confined to economics and diplomacy.

The Egyptian-Chinese joint air exercise "Eagles of Civilization 2026" commenced on 22 August 2026 across several Egyptian air bases, involving multirole fighter aircraft from both air forces. Coming just days ahead of Xi's arrival, the timing of the drills underscores that Cairo's relationship with Beijing now spans military-security cooperation as well as trade and infrastructure a dimension analysts say reflects Egypt's recent heavy investment in its own security institutions.

What This Means for the Rest of the Continent

For African governments watching from beyond Cairo, the visit is a reminder that China's Africa engagement does not run through Beijing-hosted FOCAC summits alone. By elevating Egypt as a demonstration case a "benchmark," in Xi's own words, for China-Africa cooperation broadly Beijing is signalling that regional hubs with strong bilateral ties can serve as showcases whose terms ripple outward to shape expectations elsewhere on the continent.

For West African states navigating their own economic and security partnerships with China, the Cairo model of blending infrastructure finance, technology investment and now military exercises offers a preview of the fuller toolkit Beijing may bring to bear as its continental ambitions mature.
