Hamas Delegation Led by Khalil al-Hayya Meets Egyptian Intelligence Chief in Cairo

A senior Hamas delegation led by the movement's political chief, Khalil al-Hayya, arrived in Cairo on Sunday morning for talks with Egyptian intelligence chief Hassan Rashad, a Hamas source has told Al Arabiya English, as mediators scramble to shore up a fraying Gaza ceasefire ahead of a planned visit to the region by White House envoy Jared Kushner.

First Cairo Visit Since Taking Over Hamas Leadership
According to Hamas sources cited by AFP and Anadolu, this is al-Hayya's first visit to Egypt since he formally assumed the movement's leadership in late July 2026. He is expected to hold direct talks with Rashad, who heads Egypt's General Intelligence Service, on the state of the ceasefire, the stalled next phase of the Gaza truce, and mounting Israeli strikes that have continued despite the deal reached under US President Donald Trump's 20-point plan.

Talks Precede Kushner's Regional Trip
The Cairo meeting comes just days ahead of a planned visit to Israel and Egypt by Kushner, Trump's son-in-law and senior adviser, who is expected to travel with Nickolay Mladenov, the Board of Peace's high representative for Gaza. Kushner's trip is aimed at narrowing differences over a Gaza governance and disarmament plan that Israeli Prime Minister Benjamin Netanyahu has publicly rejected, insisting Israeli forces will not withdraw "until Hamas is genuinely disarmed."

Hamas Accuses Israel of Continued Violations
Hamas has repeatedly accused Israel of violating the ceasefire terms since it took effect in October 2025. Hamas political bureau member Basem Naim said on Friday that the group continues to await pressure "from the mediators and the US side" on Netanyahu's government to compel compliance with the roadmap.

Palestinian health officials in Gaza reported that Israeli fire killed two Palestinians and wounded fourteen others on Saturday alone, part of a toll that has seen more than 1,250 Palestinians killed by Israeli fire in Gaza since the ceasefire began, according to Palestinian official sources pushing the overall death toll since October 2023 beyond 73,300.

Egypt's Continuing Mediation Role
Cairo has remained a central hub for ceasefire diplomacy throughout the Gaza crisis, hosting repeated rounds of talks between Hamas and Egyptian intelligence officials since the truce was signed. Sunday's meeting adds to a long list of such engagements, reflecting Egypt's position as one of the principal guarantors, alongside Qatar, Turkiye and the United States, of the fragile arrangement holding in Gaza.
