Ghana has taken a significant step toward strengthening its investment climate following President Mahama's assent to the new Ghana Investment Promotion Authority (GIPA) Act, a landmark piece of legislation that repeals the former Ghana Investment Promotion Centre (GIPC) Act.
The newly enacted law is expected to usher in a new era for investment promotion by modernizing Ghana's regulatory framework and positioning the country as one of Africa's most attractive destinations for local and foreign investment.
The GIPA Act introduces streamlined investment procedures designed to reduce bureaucratic bottlenecks, making it easier for investors to establish, operate, and expand businesses in Ghana. The reforms are expected to improve the ease of doing business while enhancing the country's competitiveness in the global investment market.
A key feature of the legislation is its strengthened investor protection framework, which provides greater legal certainty and confidence for both domestic and international investors. The Act also expands the mandate of the Ghana Investment Promotion Authority, empowering it to more effectively promote, facilitate, regulate, and monitor investments across strategic sectors of the economy.
In addition to attracting foreign direct investment, the new law places strong emphasis on supporting Ghanaian enterprises. The Authority is tasked with fostering the growth of local businesses, enabling them to scale up, compete effectively, and participate meaningfully in the country's expanding investment ecosystem.
The enactment of the GIPA Act forms part of the government's broader economic transformation agenda aimed at stimulating sustainable economic growth, creating employment opportunities, and strengthening Ghana's position as the leading investment hub in West Africa.
Government officials have described the legislation as a major milestone in building a resilient, investor-friendly economy that balances investors' interests with national development priorities.
