
A civil society group known as the Concerned About Ghana Association (CAGA) is urging government to retain Prof. Ahmed Jinapor as Director-General of the Ghana Tertiary Education Commission (GTEC), citing his exceptional leadership and its impact on the credibility of Ghana’s academic sector.
According to the group, Prof. Jinapor has demonstrated firm commitment to sanitising the tertiary education space, including the expunging of fake academic titles from the records of certain individuals. CAGA argues that such decisive actions have prevented potential financial loss to the state, noting that those individuals could have drawn unearned salaries from public and private institutions.
The Secretary of the Association, Mr. Tuorimuo Elvis Philip, appealed to government to continue harnessing Prof. Jinapor’s intellectual and administrative strengths to safeguard the integrity of Ghana’s academic environment. He warned that removing Prof. Jinapor could open the floodgates for fake titles and questionable expertise to infiltrate the job market.
Mr. Tuorimuo referenced Victor Vroom’s Human Resource Management Theory—which emphasises performance, instrumentality, and valence—to underscore the importance of retaining competent leadership. “Employee motivation is not just about internal needs or external rewards, but a rational, cognitive decision-making process where individuals calculate the best way to achieve desired outcomes,” he noted.
CAGA further highlighted Prof. Jinapor’s efforts in clamping down on unaccredited institutions and programmes, including certain distance-learning offerings by the University of Ghana, which they say posed risks of financial loss to students and the state.
The group also cited GTEC’s directive on 5th January 2026 ordering the University of Ghana to reverse a 25% fee increment or face sanctions—an action they described as evidence of Prof. Jinapor’s proactive and student-centred leadership.
