
Cybele Energy has established an unprecedented partnership with the Government of Guyana, becoming the first African-owned company to secure a strategic presence in Guyana's rapidly growing oil and gas sector and marking a pivotal step for Ghana's role in international energy markets.
The announcement was made at a high-level press conference held at the Labadi Suite, Labadi Beach Hotel in Accra on Tuesday, December 16, where key government officials, industry leaders, and stakeholders gathered to discuss the scope and impact of the collaboration.
This partnership, established through a petroleum exploration agreement, is poised to deepen economic ties between Africa and South America, marking a milestone in Ghanaian participation in global energy markets.
Addressing the media, Beatrice Jones-Mensah Tayui, the Chief Executive Officer of Cybele Energy, described the agreement as a significant step in advancing South-South energy cooperation, emphasising that the initiative reflects Ghana's growing capacity to export expertise, capital, and technical competence beyond the African continent.
The press conference was attended by several high-profile personalities, including John Apea, Head of Mission at Commonwealth, Kofi Okyere Darko, Head of Diaspora Affairs at the Office of the President; Dr. Emmanuel Kojo Jones-Mensah, CEO of Empire Domus; and Alhaji Mustapha Abubakar, Deputy CEO of the Tema Oil Refinery (TOR), alongside other distinguished guests from government and the private sector.
Speakers at the event highlighted that the Cybele Energy–Guyana collaboration extends beyond exploration activities, with long-term plans for capacity building, technology transfer, skills development, and strong local content participation across both countries.

The partnership is also expected to open doors for Ghanaian engineers, service providers, and energy professionals to access emerging opportunities in Guyana's energy ecosystem, while reinforcing Ghana's reputation as a credible participant in international energy development.
Government representatives present praised Cybele Energy's leadership in advancing private-sector-led diplomacy, noting that the agreement aligns with Ghana's broader economic and foreign policy objectives, including diaspora engagement, trade expansion, and international investment partnerships.
The press conference concluded with a call for sustained collaboration between Cybele Energy, state institutions, and industry stakeholders to ensure the successful implementation of the agreement and maximise its economic and developmental benefits for both Ghana and Guyana.
