The West African Examinations Council (WAEC) has sounded the alarm over escalating cases of examination malpractice during the 2025 Basic Education Certificate Examination (BECE), as the number of arrests climbs to 16.

Mr. John Kapi, WAEC’s Head of Public Affairs, made the startling disclosure during an interview on Channel One on Thursday, June 13. The wave of arrests, he said, highlights a troubling pattern of collusion, misconduct, and blatant disregard for examination regulations.

“As of this morning, from my monitoring, we've hit 16 so far — 12 invigilators, one supervisor and three individuals who were not directly connected to the examination,” he revealed.

According to Mr. Kapi, two of the arrested civilians were caught outside exam centres attempting to solve questions and smuggle answers back to candidates.

In one shocking case, a woman posing as a fashion designer was found with photocopied answer sheets she planned to distribute at a centre before her arrest.

The extent of malpractice within the exam halls was equally disturbing. “In some instances, invigilators were dictating answers to candidates in the hall. We have also had cases where invigilators took snapshots of question papers and circulated them on social media platforms,” Mr. Kapi disclosed.

WAEC confirmed that just on Wednesday, three invigilators were caught red-handed using their phones to photograph exam papers—a flagrant breach of security protocol.

The Council is also investigating an incident in which a WAEC monitor was reportedly assaulted while carrying out their duties, further underscoring the volatile environment surrounding this year’s exams.

Despite the setbacks, WAEC says it remains resolute in its efforts to uphold the sanctity of the BECE and protect the future of Ghanaian students.

“All persons found culpable will face the full rigours of the law,” WAEC warned.

As the investigation continues, public pressure is mounting on the Council and law enforcement agencies to make an example of the culprits and clamp down hard on examination fraud, which continues to undermine the credibility of Ghana’s education system.
