The government is moving to ring-fence the debt of the Tema Oil Refinery (TOR) as part of efforts to clean up its financial records and strengthen the company's long-term sustainability.
This comes despite the refinery reporting a strong profit after tax of GH¢1.24 billion in 2025, raising discussions about its financial restructuring and future outlook.
Officials say the measure is aimed at separating legacy debts from operational performance to support better management and recovery of the refinery.
