90% of STC Profit goes to a Party

The state transport service (STC) is using some of the yellow (metro) buses given or bought by Ghana govt. from China.

Proceed are shared 10% for STC, 90% for somebody in a certain party.

Can't STC buy its own busses?

Where does the 90% go?
