Ghana's World Cup Visa Controversy: Allegations, Denials and Unanswered Questions
A dispute over how Ghanaians obtained visas for the 2026 FIFA World Cup has become one of the country's biggest accountability stories of the year. The allegations remain unproven, but they touch several public institutions, and Ghanaians will want clear answers.
What is alleged
Opposition MP Vincent Ekow Assafuah, the NPP Ranking Member on Parliament's Youth and Sports Committee, says some people were presented to foreign embassies as staff or affiliates of state bodies when they were not. He alleges the scheme was uncovered by the US Embassy's fraud prevention unit. The Minority says the embassy's unit found discrepancies involving four applicants and asked for proof of their employment with the National Sports Authority.
On the Ghana Tourism Authority, questions centre on a list of 50 people reportedly submitted to the US Embassy as media personnel. The Minority alleges only two of the 50 slots went to genuine journalists, while 48 were allegedly sold for between $8,000 and $9,000.
The money and the paper trail
The allegations form part of a controversy over about $623,000 in visa facilitation fees linked to arrangements for supporters and officials travelling to the tournament. The Minority says a June 2025 MOU between the NSA and private partner TRIBE Culture Fest set a cost of US$3,000 per person for US visas and US$2,000 for Canadian visas, and it raised questions about alleged payments of US$7,000 to US$14,000 by individuals seeking access. It also claims cover letters were prepared to present outsiders as ministry staff.
Political fallout
President Mahama suspended the NSA Director-General, Yaw Ampofo Ankrah, pending investigations. The Minority says that is not enough. It wants investigations into the Sports Minister, the GTA's leadership, NSA and ministry officials, and TRIBE Culture Fest, and has called for the Sports Minister's dismissal and prosecution, and for the GTA chief executive's removal and possible prosecution if wrongdoing is established.
It has also asked for disclosure of how many visa applications went through the GTA, how many were granted or refused, and how any opportunities were allocated.
The other side
The GTA has denied collecting money for visas, and its chief executive, Maame Efua Houadjeto, has rejected claims that she received or authorised payments. The Authority's earlier public posture is worth noting: it had said it was working with EOCO to clamp down on illegal travel operators exploiting the World Cup to secure visas fraudulently. The allegations are made by the opposition, which has a political interest in the outcome, and none has been proved in court.
Why it matters
Beyond individual guilt, the case shows how easily the name of a public institution can be used to open doors abroad. Visa fraud can harm genuine applicants and hurt Ghana's standing with foreign embassies. The Black Stars were eliminated in the Round of 32, so fans may ask whether officials and affiliates travelled at public expense with little to show for it.
What should happen next
An independent investigation, with findings published.
Clear rules for how state agencies nominate people for foreign visas.
Public disclosure of the MOU, the lists submitted and the money flows.
Due process for everyone named until facts are established.
