Accra and Paris Deepen Defence Ties, With Language, Cyber and the Sea on the Agenda

France's Ambassador to Ghana, H.E. Diarra Dimé-Labille, has met Ghana's Defence Minister, Hon. Kenneth Gilbert Adjei, to review the long-standing defence and security partnership between the two countries. The delegations of both sides took part in the talks at the Ministry in Accra.

What was discussed
Mr Adjei said he wants to strengthen cooperation between the French and Ghanaian armed forces. He described France as a trusted partner on Sahel security and acknowledged its role in the fight against terrorism in the region.

He also stressed French-language learning for the Ghana Armed Forces, an asset in a region where most of Ghana's neighbours are francophone. French language programmes now run in about ten centres in Ghana to support personnel. Cybersecurity, training and technical expertise also featured in the discussions.

Official Ghanaian reporting adds detail on the meeting. The Minister thanked France for a French Navy ship's help during a recent piracy attack in Ghanaian waters. He said negotiations were at an advanced stage for the French shipbuilder OCEA to build a fast patrol vessel for the Ghana Navy with French government support.

He also appealed for help in protecting critical systems from cyber threats and in combating illegal small-scale mining. The Ambassador, who congratulated Mr Adjei on his appointment, said more than ten French language centres operate across Ghana Armed Forces garrisons.

A relationship with momentum
The meeting follows other recent signals. When President John Mahama received Ambassador Dimé-Labille's letters of credence, he thanked President Emmanuel Macron for the first of four helicopters agreed to boost the Ghana Armed Forces' operational capacity.

He also called for closer Ghana-France collaboration against terrorism, especially in the Sahel.

The Ambassador, a career diplomat and former Africa adviser at the Élysée, took up her post after her appointment in September 2025.

At this year's Bastille Day reception in Accra, she said more than 60 French companies are active in Ghana, representing €2.5 billion in investment and nearly 70,000 direct jobs.

Why it matters
Ghana's interest is practical. The security crisis has moved steadily towards the coastal states, and Ghana's northern border faces Burkina Faso. French-language skills help Ghanaian officers work with neighbours and partners across the sub-region.

Maritime security matters just as much, with piracy in the Gulf of Guinea and an ageing patrol fleet, which explains the interest in a new vessel. Cyber defence is a newer and growing concern for any modern military.

Questions to ask
The talks also come at a delicate moment for France in the region. Mali's junta, whose defence minister was a leading advocate of closer ties with Moscow, expelled French and Western forces and turned to Russia's Africa Corps.

France is therefore a weaker military presence in the Sahel than it once was, and Ghana is dealing with a partner whose regional role has been reshaped. Ghanaians may reasonably ask:

What France will deliver, and on what timetable. The patrol vessel and helicopters should be tracked against their stated delivery dates.

Whether cooperation is built on Ghanaian priorities, including training, local maintenance and technology transfer, and not only on equipment sales.

How the partnership fits Ghana's wider approach, which includes engagement with the African Union, ECOWAS and other partners, and the Accra Initiative.

Ghana's careful diplomacy has served it well. Good defence partnerships, like good trade ones, work best when the terms are transparent and Ghana's interests come first.
