The Geopolitics of Railroads: Europe's Decoupling Doctrine
Europe has spent the better part of the last decade debating decarbonisation. It has legislated ambitious climate targets, accelerated renewable energy deployment, embraced the electrification of transport and, increasingly, accepted that nuclear power must also play a central role in achieving carbon neutrality. Simultaneously, the European Union has sought to strengthen strategic autonomy, enhance military mobility, restore industrial competitiveness and reduce dependence on external suppliers.
These debates are usually conducted separately. They should not be. They are, in fact, different expressions of the same strategic challenge: how can Europe sustain economic growth while consuming less imported energy, producing fewer emissions and becoming less vulnerable to geopolitical disruption?
The answer lies not only in how Europe generates energy, but increasingly in how Europe moves: Transport remains one of the continent's largest sources of greenhouse-gas emissions and one of its greatest consumers of imported hydrocarbons. Despite remarkable advances in electrification, continental mobility continues to rely overwhelmingly on road haulage and aviation—the two transport modes most dependent on liquid fossil fuels. Europe has concentrated on replacing engines, while paying far less attention to replacing the transport model itself.
That is becoming Europe's strategic blind spot.
The geopolitical environment has changed fundamentally. Russian energy supplies can no longer be considered structurally reliable. Instability across the Middle East continues to threaten global oil markets. The Red Sea has become a contested maritime corridor. Arctic routes offer new opportunities while introducing fresh strategic uncertainties. New Eurasian corridors—from the Middle Corridor to the International North-South Transport Corridor—are reshaping the geography of trade and logistics. Nowhere is the shift more visible than at Gibraltar, the single busiest of Europe’s maritime gateways: roughly 300 vessels pass through the Strait every day, one every five minutes, carrying more than a tenth of the world’s maritime trade through a channel just 14 kilometres wide at its narrowest point. It is precisely because that concentration of risk and opportunity cannot be wished away that the Global Academy for Future Governance is convening its Global Maritime Governance Forum in Gibraltar itself in September 2026, a recognition that Europe’s chokepoints, like Africa’s emerging corridors, now need to be governed by a system rather than defended as a border.
At present, Europe cannot control developments at Suez, in the Red Sea or on the Northern Sea Route. It can, however, determine how efficiently people, goods and energy move within Europe itself. This distinction is more profound than it first appears. As Dr. Amina Argillander, who edited GAFG’s paper on Africa’s emerging corridors, notes, Gibraltar and Bagamoyo pose the identical question in different oceans: whether a gateway is managed as a border to be defended or a network to be run.
For years, the Global Academy for Future Governance has argued through its Connectivity Doctrine that infrastructure is not simply a matter of engineering. Corridors are governance ecosystems: ports, railways, logistics platforms, customs systems and energy networks form an integrated architecture that determines how states prosper and regions compete. Today’s environment demands the next step in that thinking. Europe requires a Decoupling Doctrine, not decoupling in the narrow trade-dispute sense, nor simply decoupling growth from emissions but decoupling prosperity from structural dependence. On imported hydrocarbons, on vulnerable external supply routes and on transport systems built around the least energy-efficient forms of mobility.
Connectivity is the instrument. Decoupling is the objective. Few sectors illustrate this better than rail.
No existing technology offers Europe a greater opportunity to reduce energy intensity without reducing mobility. Electrified railways consume substantially less energy per passenger and per tonne of freight than either aviation or road transport. They reduce emissions, ease pressure on highways, shorten logistics chains, strengthen inland connectivity and increasingly operate on electricity generated within Europe itself.
As the Future Energy Transition expert Mak Bajrektarević observes: "The rapid transition to electric vehicles remains an essential component of Europe's decarbonisation strategy, particularly for local mobility and the first and last kilometres of passenger and freight transport. Yet electrification alone does not resolve the structural challenges of continental mobility. Millions of electric cars travelling on increasingly congested highways still require extensive infrastructure and, despite eliminating tailpipe emissions, cannot match the energy efficiency of electrified rail for continental passenger and freight transport. Europe therefore needs not only cleaner vehicles but a more efficient transport architecture—one in which electric mobility and electrified rail complement rather than compete with one another."
Whether that electricity comes from hydroelectricity, wind, solar or a renewed generation of nuclear power is ultimately secondary. What matters strategically is that every journey that shifts from imported petroleum to domestically generated electricity represents a reduction in Europe's structural vulnerability.
None of this requires Europe to start from a blank page. The EU set out the principle that rail should carry a much larger share of medium-distance passenger and freight traffic back in its White Paper on Transport, and the Trans-European Transport Network has since supplied the map for wiring that shift together, corridor by corridor and border by border. That principle is now attracting real capital. Germany’s push to raise the punctuality and capacity of its core network, France’s continued extension and renewal of its high-speed lines, Italy’s channelling of a large share of its post-pandemic recovery funding into high-speed and regional rail, and Poland’s parallel investment in new lines and a central rail-and-air hub together amount to the largest wave of rail spending the continent has seen in decades.
Spending, though, is not the same as a network. The harder question is whether track built to different national standards, at different speeds, and under different signalling and safety regimes behaves as one system once trains cross a border. Line density and the maximum speed permitted by existing infrastructure still vary sharply across Europe, so a train running at full speed in one country can slow to a crawl the moment it reaches older, lower-capacity track across the border. This is the same insight the Connectivity Doctrine applied to Africa’s corridors, turned inward on Europe itself: interoperability, not physical capacity, is the binding constraint.
Gibraltar makes the point unusually well. A 2025 feasibility study confirmed that a rail tunnel beneath the Strait, finally linking the European and African rail networks through TEN-T, is technically achievable, while Morocco’s own Atlantic strategy offers an alternative in the form of a network hub, moving cargo from Tanger Med onto rail and coastal shipping toward Dakhla. As Dr. Messias and Dr. Argillander pointed out in the recent GAFG Policy Brief: “gateways link places while network hubs link systems, and either version of Gibraltar’s future will only be as useful as the density, speed and interoperability of the European track it ultimately feeds into”.
The same logic holds for passengers, and here aviation offers a useful comparison. Long-haul flying and Europe’s Island connection will always need aircraft, and the research under way to cut aviation’s environmental footprint, from efficient airframe concepts such as the Z-4 prototype to the propulsion work associated with Dr. Ilham Habibie, deserves continued support. But even should such technologies succeed commercially, they are unlikely to match the energy efficiency of electrified rail over the distance that makes up most continental European travel. Given how compact the continent actually is, a large share of short-haul flying could in principle be shifted onto fast, reliable and, where necessary, subsidized rail service, not to eliminate aviation but to let each mode carry the traffic it is genuinely suited for, while cutting kerosene demand, easing pressure on crowded airports and reinforcing exactly the kind of structural resilience the Decoupling Doctrine is meant to deliver.
The railway, in other words, has quietly returned to geopolitics, even though Europe’s own record with it is rather uneven. The continent pioneered the technologies that transformed modern rail transport. France demonstrated the commercial viability of high-speed rail through the TGV. Germany became one of the pioneers of magnetic-levitation technology. Italy and Spain developed some of the world's most advanced tilting train systems.
Yet the first commercially successful high-speed maglev line entered service in Shanghai, not in Europe. Invention, on its own, is no longer a strategic advantage; deployment at continental scale is.
This is why the European debate over TEN-T, military mobility, strategic autonomy and the competitiveness agenda highlighted by the Draghi Report should be viewed as parts of a single strategic project rather than isolated policy discussions. Each recognises, from a different perspective, that Europe's future competitiveness depends upon the quality of its internal connectivity.
This perspective also resonates with the work of Mario Holzner, Executive Director of the GAFG partner institution, Vienna Institute for International Economic Studies (wiiw), whose analyses have consistently argued that modern, integrated railway infrastructure is not merely a transport investment but a cornerstone of Europe's competitiveness, territorial cohesion and long-term economic resilience. His work reinforces the growing recognition that Europe's railways should be understood as a cornerstone of competitiveness and territorial cohesion rather than merely another transport investment.
For too long, Europe has treated railways as another transport sector competing for budgetary resources against roads or airports. Rail should increasingly become the backbone around which continental mobility is organised: aviation remains indispensable for intercontinental travel, road transport will always provide the first and last kilometres, and maritime transport will continue to dominate global commerce.
But within continental Europe, rail should become the default strategic option. The objective is not to prohibit flying or driving. It is to reserve each transport mode for the tasks at which it performs best while allowing rail to assume the central role for medium-distance passenger travel and continental freight.
That is not nostalgia. It is geopolitical realism. Europe's first great integration project was institutional. Its second was monetary. Its third must be physical.
The Global Academy for Future Governance's Connectivity Doctrine demonstrated that infrastructure is governance made tangible. Europe's Decoupling Doctrine follows naturally from that insight. If connectivity determines resilience, then the purpose of connectivity must be to reduce strategic dependence while increasing sustainability, competitiveness and sovereignty.
The twenty-first century will not belong to the economies that simply produce more energy. It will belong to those that require less imported energy to generate greater prosperity. That is the true meaning of decoupling. The railway is not merely a greener means of transport.
It is the physical architecture through which Europe can simultaneously advance decarbonisation, strategic autonomy, industrial competitiveness and geopolitical resilience. Europe helped invent the future of rail transport. The question now is whether it is prepared to ride it.
