How a Cattle Painkiller Wiped Out India's Vultures and Cost Half a Million Human Lives
Few pharmaceutical stories illustrate the fragility of ecosystems as starkly as the collapse of India's vulture populations, a catastrophe traced to a single, widely used veterinary painkiller: Diclofenac sodium. The crisis, documented extensively by the BBC and international science journals over more than two decades, has become a textbook case of how a routine agricultural drug can trigger cascading ecological and human costs far beyond its intended use.
A Cheap Painkiller, an Unintended Poison
Diclofenac is a non-steroidal anti-inflammatory drug (NSAID) first developed in 1973 by the Swiss pharmaceutical company Ciba-Geigy, later absorbed into Novartis, as a safer alternative to older painkillers. When its patent lifted in the early 1990s, it became cheap and freely available across India's vast agricultural sector, and farmers began routinely administering it to sick or ageing cattle and buffalo to relieve pain and inflammation.
The drug proved harmless to livestock and to the humans who consumed their milk or meat. But it was lethal to vultures. When the birds fed on the carcasses of animals treated with Diclofenac shortly before death, even trace residues at roughly one-tenth the therapeutic dose for mammals, by weight caused catastrophic kidney failure.
Researchers who conducted post-mortems on thousands of dead vultures found the telltale signs of visceral gout: uric acid deposits coating internal organs, a signature of renal collapse. It took only a small fraction of contaminated carcasses to devastate entire vulture populations feeding across a region.
The Fastest Bird Decline Ever Recorded
The consequences were extraordinarily rapid. India's three resident Gyps vulture species the white-rumped, Indian and slender-billed vultures numbered around 40 to 50 million birds as recently as the mid-1990s. Within a decade, populations had crashed by more than 95 percent; the white-rumped vulture alone declined by 99.9 percent, the fastest recorded collapse of any bird species in history, leaving only a few thousand individuals from tens of millions. All three species are now listed as Critically Endangered.
Scientists working with the Bombay Natural History Society, the Royal Society for the Protection of Birds (RSPB) and international partners identified Diclofenac as the cause in 2004, after ruling out disease and pesticides and zeroing in on a drug that was newly available over the counter, inexpensive, and capable of causing kidney failure. Their findings prompted India, Pakistan and Nepal to ban the veterinary use of Diclofenac in 2006 by 2008, manufacturing, sale or use of the drug for livestock in India carried criminal penalties.
A Public Health Catastrophe No One Predicted
The disappearance of vultures had consequences that went well beyond conservation. Vultures had historically performed one of nature's most efficient waste-disposal services, consuming millions of tones of animal carcasses a year and preventing the spread of disease. With the birds gone, carcasses were left to rot in the open, fuelling explosive growth in feral dog populations and the spread of pathogens through contaminated water supplies.
A landmark study published in the American Economic Review, led by researchers Anant Sudarshan of the University of Warwick and Eyal Frank of the University of Chicago, quantified the human toll: by analyzing health records across more than 600 Indian districts and overlaying them with historical vulture habitat data, the researchers estimated that the vulture collapse contributed to as many as 500,000 additional human deaths between 2000 and 2005, and imposed economic losses estimated at nearly $70 billion, largely through the spread of waterborne and other infectious diseases in areas where vultures had once kept carcasses from rotting in the open.
A Fragile, Incomplete Recovery
The 2006 ban slowed the collapse but did not end the threat. Surveys found reductions in Diclofenac availability of around 90 percent in Nepal but only about 50 percent in India, where covert pharmacy surveys conducted between 2012 and 2018 by researchers from the UK, India, Nepal, Bangladesh and Australia found the drug along with other vulture-toxic NSAIDs such as aceclofenac, ketoprofen and nimesulide, ironically promoted as alternatives still readily available without prescription for veterinary use. As recently as 2017, Diclofenac accounted for between 10 and 46 percent of NSAIDs sold for livestock treatment in Indian pharmacies, according to the study, pointing to weak enforcement of the existing ban.
Conservationists have pinned hopes on meloxicam, an NSAID proven safe for vultures, and more recently tolfenamic acid, as viable substitutes, alongside captive-breeding programmes run by the Bombay Natural History Society and RSPB that have succeeded in hatching vultures from eggs in incubators for eventual release into the wild.
The BBC's own reporting, including its long-running Radio 4 series Saving Species, has tracked these recovery efforts over the years, while also flagging a troubling new frontier: RSPB researchers have voiced concern that Diclofenac use may be rising among farmers and veterinarians in parts of Africa, raising fears of a similar catastrophic decline among African vulture species that perform the same ecological role.
