Talon Makes Political Comeback as Benin's First Senate President

Former Beninese President Patrice Talon has been elected the first-ever president of the Republic of Benin's Senate, just months after handing over power, during the newly formed chamber's first session held in Porto-Novo on Thursday, August.

A Decisive Vote
As the sole candidate for the position, Talon secured 24 of the 25 votes cast, with one blank ballot and no votes against a result one senator described as reflecting a desire for unanimity around the new leadership. Presiding officer Charles Toko formally declared him president of the Senate following the secret ballot, held behind closed doors.

From Presidency to Senate, Within Months
Talon, 68, served as president of Benin from 2016 to 2026, completing the two terms permitted under the Constitution, before handing power to his former economy minister and political ally, President Romuald Wadagni, following the April election. His return to the political stage barely three months after leaving the presidency places him back at the center of Benin's institutional life, this time as head of a chamber whose creation he himself championed in the final months of his presidency.

Immediately after his election, Talon pledged to work toward strengthening national unity, the country's political stability, peace and democracy. Benin's Senate was established under a constitutional reform adopted in November 2025, officially aimed at strengthening political stability, national unity, and the functioning of state institutions. The 25-member chamber including roughly ten ex-officio members made up of former presidents, former National Assembly presidents, and former Constitutional Court presidents, was formally installed on July 30 in Porto-Novo.

By law, the Senate meets four times a year and is tasked with regulating political life. It also holds the power to suspend or revoke the civic or political rights of elected officials, with certain exceptions.

Talon's new position makes him Benin's third-highest-ranking official, behind only the president and vice-president, and ahead of the president of the National Assembly, Joseph Fifamin Djogbénou.

Other Bureau Members Elected
Alongside Talon, senators elected former National Assembly President Louis Vlavonou as vice-president, former Interior Minister Alassane Séïdou as rapporteur, and former Labour Minister Adidjatou Mathys as deputy rapporteur.

A Contested Legacy
The Senate's creation has not been without controversy. Because of its timing introduced roughly six months before the end of Talon's second term and the opacity surrounding its drafting, the legislation was fiercely criticized by the opposition. Critics argue the new chamber hands the former president a durable institutional platform within a political order largely shaped by his own tenure.
