Proposal For A Rail-Integrated Urban Waste Evacuation System For Ghana

A Strategic Intervention for Removing Municipal Waste from Major Cities

1. The Problem
Ghana's major cities are increasingly struggling not only with the collection of solid waste, but with what happens after collection.

Markets, lorry stations, open spaces, municipal areas and other urban locations are increasingly becoming temporary—or effectively permanent—waste-holding grounds.

The situation observable around places such as Nungua Market illustrates the problem: waste can accumulate faster than it is transported to its final destination.

This creates environmental, public-health, drainage and urban-management problems.

The fundamental weakness is therefore not simply collection.

It is the lack of a high-capacity, reliable system for evacuating large volumes of waste out of densely populated urban areas.

2. The Proposal
Ghana should undertake an urgent feasibility study into using the national railway system as a bulk municipal-waste transportation network.

The proposed system would not replace existing waste-collection trucks.

Instead:
Trucks collect waste locally →

waste is consolidated at strategically located transfer stations →

waste is loaded into secure, purpose-designed containers →

rail transports the consolidated material out of the metropolitan area →

regional facilities undertake recycling, treatment, energy recovery where appropriate and engineered final disposal.

The railway would therefore function as the long-distance evacuation component of the national waste-management chain.

3. Why Rail?
Large cities generate enormous quantities of waste every day.

Moving such volumes exclusively by road requires continuous truck movements, fuel, road capacity and long-distance journeys.

From Uncovered Tricycles to Controlled Transfer and Rail Transport

Ghana's waste problem is no longer only about where waste is collected. It is also about how that waste is transported through the city.

In many communities, tricycles are used to collect and move waste to designated locations. They provide an important last-mile service, particularly in areas where larger trucks cannot easily operate.

But the system is increasingly creating another urban problem.

Waste transporting is sometimes taking place at the wrong time, on the wrong roads and with the wrong equipment.

During busy morning periods, when workers, schoolchildren, businesses and commuters are entering the city, waste tricycles share congested roads with other vehicles.

The concern becomes more serious when such vehicles operate on high-speed corridors where they are not designed to compete with normal traffic.

Where waste transportation is poorly monitored, some operators may dispose of collected waste at unauthorised locations, particularly during night operations.

The proposition is not that rail is automatically cheaper.

The proposition is that Ghana should determine, through rigorous engineering and economic analysis, where rail is the most efficient option.

4. The System Should Begin with Major Waste-Generation Nodes

The pilot should examine high-volume locations such as:

Nungua Market could serve as one case study for determining how much waste is generated, how frequently it accumulates, where it currently goes, and whether a rail-linked transfer system could improve the flow.

The concept can then be evaluated for other metropolitan areas.

5. Waste Must Not Simply Be Dumped Somewhere Else

The proposal is not to transport Accra's waste to another community and create another landfill problem.

Receiving facilities must be scientifically selected and properly engineered.

The preferred hierarchy should be:
Reduce → Reuse → Recycle → Recover → Treat → Energy Recovery Where Appropriate → Engineered Final Disposal.

Only residual material that cannot reasonably be recovered should proceed to final disposal.

6. Proposed Pilot
Government should commission a Rail-Integrated Urban Waste Evacuation Feasibility Study, initially focusing on Greater Accra and suitable railway corridors.

The study should determine:

  1. Waste volumes and composition.
  2. Major urban accumulation points.
  3. Suitable transfer-station locations.
  4. Suitable railway loading points.
  5. Appropriate receiving locations.
  6. Rail-versus-road lifecycle costs.
  7. Environmental and public-health impacts.
  8. Required infrastructure and rolling stock.
  9. Potential private-sector participation.
  10. A scalable national implementation model.

7. The Strategic Objective
The objective is simple:
No major market, lorry station, municipal area or urban community should become a permanent holding ground for waste because there is no reliable route for moving it onward.

Ghana's cities need an exit system for their waste.

The railway could become part of that exit system.

RECOMMENDATION
The Government of Ghana, through the relevant transport, railway, local-government and environmental authorities, should commission a technical and economic feasibility study into a National Rail-Integrated Urban Waste Evacuation System, beginning with Greater Accra.

This is not a proposal to put garbage on trains.

It is a proposal to build a planned, high-capacity waste logistics corridor that connects Ghana's urban waste-generation centres to properly managed regional recovery, treatment and final-disposal facilities.

The time has come to stop asking where the city can temporarily put its waste—and start designing how the waste can reliably leave the city.
