Katsina State of Nigeria sends its sons and daughters to study medicine in Russia

Katsina State has opened a new chapter in its investment in human capital, launching a fully funded Special Foreign Scholarship Programme that will send outstanding indigenes to study Medicine and Surgery (MBBS) at Russian universities a move that reflects both the state's determination to close its doctor shortage and Russia's expanding education diplomacy across Nigeria and the wider Sahel.

What the programme offers
Approved by Governor Malam Dikko Umaru Radda, the Katsina State Special Foreign Scholarship Programme 2026 is a fully sponsored initiative targeting academically gifted students from public (government-owned) secondary schools across the state's 34 Local Government Areas. One candidate will be selected from each LGA through a competitive, merit-based examination, ensuring geographic spread across Bakori, Batagarawa, Batsari, Baure, Bindawa, Charanchi, Dan Musa, Dandume, Danja, Daura, Dutsi, Dutsin-Ma, Faskari, Funtua, Ingawa, Jibia, Kafur, Kaita, Kankara, Kankia, Katsina, Kurfi, Kusada, Mai'Adua, Malumfashi, Mani, Mashi, Matazu, Musawa, Rimi, Sabuwa, Safana, Sandamu and Zango.

Eligible applicants must hold a Senior School Certificate (WAEC or NECO) with at least eight credits obtained in one sitting, including core science subjects.

Successful candidates will have tuition and related costs covered under the scheme, with selection managed by the State Coordination Committee on the Special Foreign Scholarship Programme. Applications were submitted through the official portal, with required documents including academic credentials, birth certificates, indigene letters and endorsement from Local Government Chairmen.

Why Russia, and why now
The choice of Russian universities fits a broader, well-established pattern. Russia has for years positioned itself as one of the more accessible destinations for international medical education, offering internationally recognized MBBS programmes at a fraction of the cost of Western alternatives a pitch that has proven attractive to Nigerian state governments seeking to expand access to medical training for students who might otherwise be priced out. The federal Russian government scholarship scheme separately offers thousands of State Quota places each year to international applicants across bachelor's, master's and PhD programmes, typically covering tuition, a monthly stipend, dormitory accommodation and a preparatory Russian-language course.

Katsina's initiative also sits alongside the state's existing scholarship architecture. The Katsina State Scholarship Trust Fund now administered by the Katsina State Scholarship Board (KTSSB) already runs an Annual Special Scholarship Programme for students with special needs and an Award of Academic Excellence for first-class graduates, with tens of millions of naira earmarked annually for these schemes.

The new MBBS-in-Russia track adds a foreign, medically focused dimension to that existing domestic support structure, directly targeting Katsina's shortage of home-grown doctors.

Part of a wider trend
Katsina's move mirrors a broader courtship between Russian institutions and Nigerian federal and sub-national governments. Moscow's People's Friendship University announced a five-year scholarship initiative for hundreds of Ghanaian students in 2024, and Rossotrudnichestvo has reported that African applications to Russian universities are rising sharply, with more than 14,000 submissions for the 2024–2025 academic year alone.

For state governments across northern Nigeria facing acute shortages of doctors relative to population, fully funded foreign medical scholarships wherever they originate offer a pragmatic route to building local healthcare capacity, provided oversight of placement, accreditation and student welfare abroad keeps pace with the scale of the ambition.
