Former IMCCoD Accountant Gerald Appiah begins return of stolen public funds in GH¢55m EOCO investigation

Former Accountant of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Gerald Appiah, has started refunding monies allegedly linked to an ongoing investigation into suspected financial and procurement breaches at the Secretariat.

The Economic and Organised Crime Office (EOCO) said Mr. Appiah’s voluntary repayments relate to funds connected to alleged offences being investigated in a case involving about GH¢55 million in suspected misappropriation, misapplication, diversion, and theft of public funds.

In a statement issued on Monday, July 13, 2026, EOCO stressed that the refunds do not bring the investigations to an end and should not be interpreted as clearing Mr. Appiah or any other person under investigation of any alleged offences.

Mr. Appiah, alongside former IMCCoD Executive Secretary Dennis Edward Aboagye, popularly known as “Miracles”, and other individuals, is being investigated for suspected offences including conspiracy to steal, stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences, and money laundering.

EOCO explained that the investigation followed a petition submitted by the current Executive Secretary of IMCCoD requesting further examination of findings from a forensic audit conducted into the Secretariat’s operations between August 1, 2022, and February 2, 2025.

The anti-graft agency added that Mr. Appiah is expected to complete his bail requirements and will subsequently be released as the investigations continue.

EOCO assured the public that the probe would be conducted with professionalism, fairness, and strict adherence to Ghana’s laws, while safeguarding the constitutional rights of all persons involved.

The Office said it would provide further updates on the matter when necessary.
