Parliament Treads On Dangerous Ground: The Dual Citizenship Bill Is An Insult To A Bleeding Nation

Plucking the Ghanaian Chicken: How the Bipartisan Elite Starves Citizens, Loots the State, and Prepares a Foreign Escape Hatch

The political class in this country has officially crossed the line of decency, operating under the dangerous illusion that the Ghanaian citizen possesses the memory of a goldfish and the compliance of a slave. The reintroduction of the Constitution of the Republic of Ghana (Amendment) Bill, 2025—which seeks to clear the path for dual citizens to hold the highest offices of our land—is not a progressive policy; it is a calculated slap in the face of a population currently suffocating under severe economic distress. Sponsored by a bipartisan coalition of lawmakers from both sides of the aisle, this bill proves once and for all that when it comes to self-preservation and protecting elite privilege, the New Patriotic Party (NPP) and the National Democratic Congress (NDC) are two sides of the exact same coin. They view ordinary Ghanaians as fools who can be starved, stripped, and manipulated at will.

Parliament must hear this clearly: the Council of State’s decisive rejection of this bill on July 7, 2026, was not just a legal advisory—it was an urgent warning to prevent a national catastrophe. If Parliament chooses to ignore the Council of State and weaponize its legislative power to force this bill through, they will be testing the absolute limits of a population on the brink of revolt. The leadership of this country is playing with fire, and they risk being chased out of office by the very citizens they continue to exploit.

The Parable of the De-feathered Chicken: How Leaders View Ghanaians

To understand the sheer arrogance of the executive and the legislature, one needs to look no further than the infamous political parable of the de-feathered chicken.

Why the Dual Citizenship Bill is a National Security Threat

Stern Warnings to Parliament and the Bill's Sponsors

Concrete Recommendations to Defuse This Tension

  1. Kill the Bill Immediately: Parliament must formally throw out the Amendment Bill during this legislative session to restore public calm and demonstrate respect for the Council of State's advisory.
  2. Pass Strict Accountability Legislation: Instead of changing the constitution to expand elite privileges, Parliament should prioritize laws that make it impossible for public officials to hide assets abroad or flee prosecution.
  3. Strengthen Local Content in Leadership: Focus on empowering and creating opportunities for the millions of highly qualified Ghanaians who live here, pay taxes here, and suffer the daily consequences of government policies.

A Direct Call to Action for Civil Society Organizations (CSOs)

We call upon all progressive CSOs, legal advocacy groups, and youth coalitions to wake up from their slumber and defend the republic:

The era where politicians could pluck the feathers off Ghanaians and expect them to happily dance for corn is officially over. The Dual Citizenship Bill is an insult to every Ghanaian who stayed behind to build, survive, and suffer under the weight of reckless governance. Parliament must understand that the patience of the electorate has completely evaporated. Speaker Alban Bagbin and the 275 Members of Parliament stand at a historic crossroads: they can either listen to the wise counsel of the Council of State and the burning anger of the people, or they can push forward with this selfish agenda and face a citizens' revolt that will chase them out of the chambers of power. Let those who have ears, let them hear. Ghana belongs to its citizens, not to a political cartel looking for a safe exit strategy.

APPENDIX:

OFFICIAL CITIZENS' PETITION TO THE SPEAKER OF PARLIAMENT

TO: The Rt. Hon. Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin

FROM: The Sovereign Citizens of the Republic of Ghana

July 8, 2026
SUBJECT: URGENT PETITION TO REJECT THE CONSTITUTION (AMENDMENT) BILL, 2025 IN ACCORDANCE WITH THE COUNCIL OF STATE ADVISORY

1. Preamble

We, the undersigned citizens of Ghana, exercising our constitutional right to participate in governance, hereby submit this formal petition to your high office. We express our total rejection of the Constitution of the Republic of Ghana (Amendment) Bill, 2025. This petition is triggered by the grave economic hardships facing the nation and the recent timely advisory issued by the Council of State on July 7, 2026, which rightly urged Parliament to halt this legislation.

2. Grounds for the Petition

3. Ultimate Reliefts Demanded

  1. An Immediate Directive: We demand that the Speaker formally table the Council of State's report and allow a floor vote to kill the bill permanently during this sitting.
  2. A Bipartisan Retraction: We demand that the bill's sponsors publicly withdraw their names from the document and apologize to the Ghanaian electorate for introducing a national security risk.
  3. Prioritization of Anti-Corruption Laws: We demand that Parliament immediately pivot its attention toward strengthening asset recovery laws and extradition enforcement for public officials.

4. Declaration of Intent

Should Parliament refuse to heed this petition and choose to prioritize the interests of the political elite over the sovereign will of the people, citizens reserve the constitutional right to employ all legal forms of mass protest, civil disobedience, and democratic resistance to protect the integrity of the 1992 Constitution.
