Adu-Boahen’s properties inconsistent with known earnings — EOCO investigator tells court
An investigator with the Economic and Organised Crime Office (EOCO), Frank Marshall Cromwell, has defended the prosecution's assessment of the assets of former National Signals Bureau (NSB) Director General, Kwabena Adu Boahen, telling the court that the properties identified during investigations appeared disproportionate to the income investigators were able to establish.
Testifying on Wednesday, July 1, as the prosecution's fourth witness (PW4), Mr. Cromwell outlined the basis of the prosecution's findings on the former NSB Director General's income and assets.
He told the court that investigators reviewed Adu Boahen's salary records covering the period from 2017 to 2019 and found that he earned an average monthly salary of about GH¢5,000 in 2017, GH¢6,000 in 2018 and GH¢7,000 in 2019.
According to the witness, those salary records formed part of the assessment conducted when investigators examined a number of properties linked to Adu Boahen and his wife, Angela Adjei Boateng.
PW4 testified that the investigation identified seven properties at Mayfair Garden Estate, a 27 unit apartment complex at Oyarifa Delsize Park and another property at Dolchetser Heights in Asokore Mampong. He said the prosecution subsequently obtained freezing orders covering those properties.
The witness further stated that on March 21, 2025, EOCO investigators, accompanied by Adu Boahen, his wife and their lawyers, visited Mayfair Garden Estate, where they confirmed the existence of seven properties the prosecution alleges are linked to the couple.
Mr. Cromwell also told the court that investigators obtained payment records from Mayfair Garden Estate and analysed them alongside bank transaction records as part of the investigation.
According to him, investigators traced a transfer of GH¢1.5 million from the account of BNC Communications Bureau Limited at UMB Bank to Advantage Solutions before the funds were transferred to Mayfair Garden Estate. He said the transaction corresponded with one of the payment receipts obtained from the estate.
The witness added that investigators also identified additional payments made through accounts linked to Advantage Solutions, Vertex Solutions and another company the prosecution associates with the accused persons.
Kwabena Adu Boahen, a former Director General of the National Signals Bureau, and his wife, Angela Adjei Boateng, are standing trial over allegations involving the alleged misappropriation of GH¢49.1 million in state funds.
The Attorney General alleges that money earmarked for a cyber defence project was diverted through private companies linked to the accused persons and subsequently used to acquire assets and other properties.
Both accused persons have pleaded not guilty to all the charges and are contesting the case.
Counsel for the accused is expected to begin cross-examination of the prosecution witness on July 2, 2026.
