Lighting Up a Nation: Ethiopia's Drive to Power Every Home
Ethiopia: For decades, darkness fell early across much of Ethiopia. Farmers in remote highlands relied on kerosene lamps. Health clinics struggled to refrigerate vaccines. Students strained their eyes over textbooks by candlelight. Today, a quiet but consequential revolution is changing that reality — one power line, one solar mini-grid, and one household at a time.
Ethiopia's Ministry of Water and Energy has announced that national electricity coverage has reached 54 percent of the population, a milestone that reflects years of sustained investment in grid expansion, off-grid solutions, and international partnerships. The State Minister for Energy Development in the ministry of Water and Energy for the Federal Democratic Republic of Ethiopia, Dr Eng. Sultan Wali, speaking to the Ethiopian News Agency, confirmed that a new accelerated programme is already underway to push that figure even higher.
A Grid Reborn, the scale of Ethiopia's transformation is hard to overstate. In 2017, barely 30 percent of Ethiopians had any access to electricity. The government responded with its National Electrification Programme (NEP), a bold framework combining traditional grid extension with off-grid technologies — recognising that reaching every corner of this vast, mountainous nation would require more than simply laying cables.
The backbone of the grid's growth is hydropower. In a landmark moment for the continent, the Grand Ethiopian Renaissance Dam (GERD) was commissioned in September 2025, its 5,000-megawatt capacity doubling Ethiopia's national electricity generation overnight. The dam — the largest in Africa — has transformed the country's energy equation and opened the door to regional power exports to neighbours including Kenya, Djibouti, and Sudan.
Parallel to this, the European Union, France's AFD, and the European Investment Bank are backing RISED Ethiopia, a flagship initiative to modernise and digitalise the national transmission system. The programme targets ageing infrastructure, reduces transmission losses, and prepares the grid to handle an increasingly diverse and renewable energy mix.
Reaching the Unreached,yet grid lines alone cannot serve Ethiopia's scattered rural communities. Recognising this, the Ministry has prioritised off-grid solutions — solar mini-grids and standalone solar systems — for areas where extending the national grid is neither cost-effective nor timely.
In a significant move, Ethiopia signed a cooperation agreement with the International Solar Alliance (ISA), unlocking financial and technological support for solar mini-grid projects and solar-powered irrigation schemes. The Africa Mini-grids Programme, funded by the Global Environment Facility with a USD 45 million budget covering Ethiopia and 20 other African nations, is actively deploying clean energy in underserved communities.
The results extend beyond simply turning on lights. Access to reliable electricity is transforming health outcomes, agricultural productivity, and school attendance in villages that previously depended on biomass — a fuel source that degrades air quality and accelerates deforestation.
International Partners Step in, Global confidence in Ethiopia's energy ambitions is translating into hard dollars. In August 2025, the World Bank approved a USD 400 million credit— supplemented by a USD 24 million Danish government grant — for the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) programme. The initiative is designed to bring clean, reliable electricity to nearly six million additional Ethiopians.
ASCENT is aligned with Mission 300, the joint World Bank and African Development Bank initiative aiming to connect 300 million Sub-Saharan Africans to electricity by 2030 — making Ethiopia a central pillar of Africa's continental energy ambition.
The Road Ahead, Ethiopia's government has set an audacious target: connect 96 percent of citizens to the grid and expand generation capacity to 20 gigawatts by 2030, as part of its Ten-Year Development Plan. Analysts project GDP growth of 7.1 percent in 2026, with expanding energy infrastructure cited as a key driver.
Challenges remain. Nearly half the population still lacks electricity access, and financing requirements — estimated at close to USD 6 billion for full electrification — exceed what government coffers alone can provide. Bridging that gap will demand sustained commitment from development partners, private investors, and regional neighbours alike.
But the direction of travel is clear. With the GERD powering millions of homes, solar mini-grids lighting rural clinics, and international programmes scaling access at speed, Ethiopia is no longer simply dreaming of a powered future — it is building one.
