White or black: who is the better option?

Remembering my late sister from another mother Ms Mawuena Trebarh former GIPC CEO and her many stories about Ghana especially her institution, the Ghana Investment Promotion Centre, makes me wonder whether a white person or a black person can potentially generate more foreign investments into Ghana.

Business success is not only based on measurable facts but on the human factor as well. A specific personality can achieve what another personality can not even if the naked facts are the same.

White people have a common mentality and understanding for each other or the ability to look into each other and speak the same common business language. White people trust each other more than in most but not all cases their black counterparts.
Foreign investments into Ghana come mostly from white foreigners. This raises the question whether in this case of the GIPC a white qualified CEO, in the interest of Ghana, is the best option.
