A double standard: abandoning local ownership in the Nyinahin, Ewoyaa, and Damang leases while demanding it in other sectors
General
For My Mouth will Speak the Truth, wickedness is an abomination to my Lips’ this is a quote from the Holy Bible at Proverbs 8:7 which admonishes us, the creation of Almighty God to speak the Truth and nothing but the truth.
So, this writer is on a genuine crusade on a Better Ghana Agenda in support of the Constitutional Commander-in-chief of the Armed Forces and President of Ghana. So, this writer writes to support Dear President Mahama’s bid to reset Ghana. The reset Ghana as championed by Dear President Mahama is aimed at among others, to instill Inclusivity, Integrity, Patriotism, Discipline by Social and Attitudinal Changes through the reset of our minds regarding faith in Ghana, Institutions, and Leadership for true progress.
It is also to kill the PHD (Pull Him Down) syndrome/the penchant of destruction of businesses of people, especially that of fellow Ghanaians who are not from the same tribe or same political party, as well as to kill corruption/excessive greediness and to ensure the citizens apply critical thinking mindset during debates on national issues for true progress or the way forward.
His Excellency President is dubbed a Prophet by the writer, due to his role as a runner or messenger from God, since it is God who nominates a Leader, as at Romans 13:1 in the Holy Bible. Hence, the Resetting Agenda is from God as stated to ensure inclusivity, commitments to High Integrity, Discipline, Patriotism, and thus bring far-reaching social and altitudinal change or shift among others to kill the excessive greed, the PHD (Pull Him Down) syndrome /bad conduct of the destruction of businesses of Ghanaians. The overall objective of the President is working for public good and to ensure effective and efficient Social Cohesion and National Cohesion. President JD Mahama’s recent message on matters on Slavery at the recent UN session, speaks volume of him as a Runner of a Prophet of God.
So the Resetting Ghana Agenda should be regarded from God through President Mahama, as a Prophet or Runner of God, since it is God Who nominates a Leader as in Romans 13:1 in the Bible. The execution of God’s message is by each citizen as a disciple and not a spectator nor a stranger, so, come on board, the Better Ghana otherwise the Resetting Agenda being propounded by Major Mohammed Bogobiri (rtd), on national matters for the attention of Dear President Mahama, as a Prophet or Runner of God to execute in the interest of Ghana.
Ownership of Nyinahin Bauxite Lease, Ewoyaa Lithium Lease and Damang Lease
Ownership of Damang Lease, Nyinahin Bauxite Lease and Ewoyaa, present complex pictures and conflicting approaches to mineral policy and may suggest a likely derailment of the Resetting Agenda by some appointees and their collaborators with a secret Agenda for Elite Capture of State Resources with allocation and reallocation of mineral resources to politically connected local player(s) or politically connected foreign partners.
So, this writer, a former Senior Army Officer, who served with 2BN Takoradi, a Unit that is second to none, hence termed as the Great Second by the personnel of the Unit and he is a former Head of Security of Bogoso Gold Ltd, under the then Golden Star Resources Ghana Group. Hence, with good experiences on National issues including issues in the Mining Sector, as patriotic Citizen, he is on a Ghana First Agenda as explained below, he writes on the Complex pictures and perceived double standards or contradictions with the Mining Policy on Ownership of Damang Lease, Nyinahin Bauxite Lease and Ewoyaa Lithium Lease.
Nyinahin Bauxite Lease and Ewoyaa Lithium Lease
A case study of affairs with the Nyinahin Bauxite Lease and the Ewoyaa Lithium Lease revealed similarities with regards to extensive and costly exploration works and duly submitted Mineral Estimate Report , feasibility studies for Processing of related minerals etc by the investors involved as Rocksure International and Atlantic Lithium Ltd respectively. Same agreed Royalty of 10% reached between the then regime of President Nana Addo and the affected investors namely Rocksure International Mining Contract Service Giant, owned by a Ghanaian for bauxite and Atlantic Lithium Ltd, an Australian firm.
Other benefits beside taxes, employment, wealth creation, include a 1% Community Development Fund and other same benefits. Another same matter was that both were not ratify by the 8th Parliament due to debate by the responsible Parliamentary subcommittee on why the agreement reached for Royalty of 10 percent which the affected MPs, very ignorant of Minerals and Mining Amendment Act 2015 (Act 900) wrongly indicated that the 10% offends the law passed in 2014 as Minerals and Mining Amendment Act 2010 (Act 794) which demanded royalty to be fixed as 5%.
Main Differences which reflected a very positive shift in the Mining Sector included. (a). Both Bauxite Mine and Bauxite Processing/Refinery Solution reported as possible in Ashanti Region at MPASAAO. Good thing was Rocksure International won the Nyinahin Bauxite Concession through an open tender system after the project was openly advertised in both local and International Papers for Firms to form Strategic partnership with Ghana Integrated Aluminum Development Company (GIADAC), a special purpose vehicle to manage Ghana’s bauxite and VALCO. (b). Requirements included a Bauxite Mine in Nyinahin at MPASSAAO and a Refinery Solution to treat Bauxite in Ghana for the first time to produce Alumina ingots in Ghana. (c). 70% ownership for the bidder, 20% for GIADAC and 10% for Government and a Trust Fund.
Since it was by open tender system, over 47 Companies both local and foreign companies including Aluminum Company of America (ALCOA) of USA, the Company that helped President Nkrumah to build the Akosombu Hydroelectric power Dam, and was the original owner of VALCO, also took part in the bidding. Rocksure International of Mr Kwasi Ofori of Kumasi, Kejetia, won the bid that is Rocksure was regarded as the best bidder out of the 47 Companies who duly tendered.
Based on completion of the bidding process, the Rocksure International Nyinahin Bauxite Lease was the best mining drafted agreement reached with Ghana. This was due to the fact that the Agreement was reached with a local firm hence domestication in the Large Scale Mining Sector, with Ownership, as the people of Ghana were to hold 20% through GIADEC, the Government of Ghana 10% and the usual 10% carry interest, whilst Rocksure International was to hold 70%. Strategic Partnership special purpose vehicle as Ashanti Bauxite Ltd.
Rocksure International or the partners were required to construct a bauxite mine and bauxite Refinery Solution termed as Alumina Refinery to produce Alumina ingot thus a potential addition of 24hour economy at the project site and through the value chain. Note that the price of Alumina ingot at that time was 400 US Dollars per ton whilst 40 US Dollars was the price of 1000 tons of raw bauxite.
The Ashantehene was very elated when a team from both GIADEC and Rocksure International visited him at Manhyia Palace told him about their Strategic Partnership to establish Ashanti Bauxite Ltd, so he declared his endorsement and called on the Government and people to support the Partnership to construct a bauxite mine and Refinery Solution. Google and read Support GIADEC and Rocksure International to construct a bauxite mine and Refinery Solution at Nyinahin.
Unfortunately, like the Ewoyaa Lithium Lease, there was a delay to ratify the Bauxite lease by the 8th Parliament though both Agreements were presented to Parliament for ratification. The delay as stated was due to the very poor knowledge and understanding by members of Parliament, especially the responsible committee on the Royalty Law as enacted by Parliament.
The delay was due to failure to know that the Minerals and Mining Amendment Act 2015 (Act 900) enacted in the first regime of President Mahama, replaced or repealed Minerals and Mining Amendment Act 2010 (Act 794), and granted the Sector Minister, the Authority, Power, and Capacity to negotiate special royalty rates on case by case basis. This author in article published in the Internet drew the attention of Parliament to this law, Minerals and Mining Amendment Act 2015 (Act 900).
This Author explained that Act 900, had a default or minimum rate of 5% and no upper limit, so by the spirit and letter of the Minerals and Mining Amendment Act 2015 (Act 900), up to 10% or more percentage as royalty was permissible with good negotiation skills by both parties. So, President Nana Addo’s regime did a very good job with rate of 10% for Ghana based on other parameters.
The issue of sliding rate as enacted into law, has its advantages and disadvantages to both parties just like the problem being faced in the Cocoa Industry. It may not be attractive to some investors. This lead to the question why the changes of Royalty rates by some regimes.
That is, one may ask what were the reasons that made the regime of President Kofour to change the PNDC Law which made it at range of from 6% to 12% as was in Minerals and Mining Law 1986 (PNDC Law 153) to 3% to 6% as in Minerals and Mining Law 2006 (Act 703).
Also why the Regime of Mills changed the rate and made it a fixed rate at 5% with Minerals and Mining Amendment Act 2010 (Act 794), and why the first Regime of President Mahama repealed Act 794 with Section 25 of Minerals and Mining Amendment Act 2015 (Act 900).
Rocksure International should not be made to suffer for the ignorance of the affected MPs and inconsistency of the State especially in the era of a good message of Resetting Agenda from God, through Runner or Prophet His Excellency President JD Mahama.
The attention of Prophet His Excellency President JD Mahama is drawn to the fact that the Ewoyaa Lithium Lease of the foreign Company or a Broni man, which was not ratified by the 8th Parliament was ratified with ease by the 9th Parliament in March 2026. But despite the noise about a Mining policy of resource nationalization through empowering locals to own Large Scale Mining Concessions, but maybe due to our PHD (Pull Him Down) syndrome in our DNA, the Nyinahin bauxite Lease of Rocksure of Mr Ofori, a black man or Ghanaian, who is one of the Kumasi Kejetia darling boys, was not ratified.
Hmm, no word on this unfair act in the Resting Agenda of God by the ludicrous NPP of Dr Bawumia and Hon Mr Afenyo Markins/MPs nor a statement from the camp of Hon Mr Alan Cash’s UP minus or is it, UP plus. The reversal of the Nyinahin Bauxite lease of Rocksure International shows policy inconsistency (contradiction) by taking mining concession from a local Company namely Rocksure International to be given to foreign partners whilst simultaneously forcing a foreigner namely Goldfields out of Damang Mine to promote a local ownership.
Hmm, we are told Emirate Global Aluminum (EGA) or a Chinese Investor or Company may be selected as the Strategic Partner for the Nyinahin Bauxite Concession as Project 2’. Emirate Global Aluminum and the Chinese may not be reliable since EGA was kicked out from Niger etc from failing or refusing to establish a Bauxite Mine and Refinery Solution in the Country as earlier agreed to do so.
A Chinese Company namely Bosai Minerals Group of China which acquired the Awaso Bauxite Concession in 2010, failed or refused to establish Bauxite Mine and Refinery Solution in the Country when required to do so. So these foreign Companies should not be trusted.
If a Chinese investors takeover Nyinahin Bauxite lease, then it may give a wrong perception of the possible works of or long hands of my good northern brother, namely Mr Ibrahim Mahama because in April 2025, he was linked with an Association of China and Ghana in Mining. Google for Mr Ibrahim Mahama and the launch of the Association of China and Ghana in Mining. So it was not a surprise that the Nyinahin Bauxite lease Rocksure of International was cancelled in July 2025. Hence an untidy act in the making by the Sector Minister, since he retained the Ewoyaa Lithium Lease which was not ratified by the 8th Parliament but was able to get ratified I March 2026.
Thus this may point to a secret Agenda in this era of Probity, Transparency and Accountability as the Dogma or Philosophy as provided by the Constitution. So, those Officers at the Minerals Commission and the Sector Ministry must watch it so as not to spoil the genuine Resetting Agenda of Dear President Mahama and the planned 24hour economy projects especially for value addition to Ghana resources as bought by the electorates in 2024 nor the good name of Mr Ibrahim Mahama, a very good person. So in the name of God they should revert the lease to Rocksure International.
So, Dear President JD Mahama, as Prophet JD Mahama, a Runner from God, with the Resetting Agenda, must walk the talk by resetting the minds of the Sector Minister and the Chairman and Board members of GIADEC, for them to act as New Citizens, as propounded by President Nkrumah, thus to work to handover the Nyinahin bauxite Lease to Rocksure International to affirm the genuineness of the Resetting Agenda and the establishment 24hour economy projects with bauxite and its value chain.
Damang Mine Lease
During the Regime of President Nana Addo, the Damang Mine Lease which was owned by a foreign Company named as Goldfields Ltd, of South Africa was to expire in April 2025. In March 2024, the Sector Minister, then as Hon Mr Samuel Abu Jinapor gave no objection letter to E&P owned by a Ghanaian named as Mr Ibrahim to negotiate with Goldfields for the acquisition of the Damang Mine Lease. The letter clearly indicated it was not an approval since the final approval of the Government is required to sanction the matter of any transition.
Enter a Regime of the Resetting Agenda, as introduced by his Excellency President JD Mahama with a Mining policy of resource nationalization through empowering locals to own Large Scale Mining. A very good idea bought by the Asantehene, so he made a proclamation on this domestication Mining policy in July 2025. Google and read ‘Grant Large Scale Mining Lease to Ghanaians’. The King expected this should be done in a fairly manner.
It must be put on record that Ghana focused on local ownership or participation in Mining, started in seriously in the regime of President Kofour, with the support of Dr Ben Aryee, then as the CEO of Minerals Commission and the regime of Dr Joyce Aryee, when as the CEO of the Ghana Chamber of Mines. My good friend Dr Ben Aryee, as the CEO of Minerals Commission made sure the Mining Companies including Bogoso Gold Mine submitted the list of expatriates and justification for their employment.
So base on that two foreign security Heads were denied returning to the Post of Head of Security at Bogoso Gold Mine, because Minerals Commission felt this writer, then as Security Superintendent and who helped in the effective operations of the mining sector when he was with the Ghana Army, was more than qualified to be Security Manager.
The Company adopted another strategy and reengaged them as occupying the post of Group Loss Prevent Manager and did not change this writer pay as Head of Security Department. So, unfortunately, he remained with the post of Security Superintendent, till he resigned. .
The local content and local participation policy was put into Regulation in the first Regime of President Mahama in 2012 but was well tuned in the Regime of President Nana Addo, with the Minerals and Mining Local Content and Local Participation Regulations 2020 (LI2431).
So, with the Damang Mine Lease, the Government refusal to renew the application of Goldfields for the renewal of the Damang Mine Lease, was/is due to the fact that Ghana has opted for a shift from foreign ownership to local one. As such, the public were told on 17th March 2026 that the Minerals Commission was evaluating bids from 3 Ghanaian Companies including BCM International and E&P
So, it is very strange that with Prophet JD Mahama’s Resetting Agenda, the Sector Minister and Minerals Commission who told Goldfields about the no renewal of the Abosso Gold Ltd Lease of Goldfields hence herein as Damang Mine, slept on their job thus delayed in the process of getting the replacement of Goldfields at Abosso Gold Ltd Damang,
on 24 March 2026, that is about 24 days to the expiring of the Damang Lease on 18 April 2026, the Sector Minister came out with an open advert, inviting investors to submit bids, which in attempt to affirm that efforts to position the mine to attract long-term investment and support sustainable growth hence need for selection through competitive transparent bidding process for a project set to expire on 18 April 2026. Something is not adding up, so we should smell a rat.
So, any person with a critical thinking mindset should smell a rat and come to the conclusion that something is not correct. This author, Major Bogobiri rtd) envisaged that his Article on ‘Say it as its and demanded the return of the Nyinahin to Rocksure International and his article on why Damang Mine should be given to Ms Angela List, the most outstanding African hence Ghanaian woman in Mining, owner of BCM International might have disturbed the affected officials.
Major Mohammed Bogobiri, hereby reaffirmed that Ms Angela List, a female trailblazer in the Large Scale Mining Sector with her BCM International is the best Ghanaian. Since she has demo high level track record in Contract Mining Services with BCM since 2001, and in acquiring and owning and operating gold mines (examples are her expertise in the operation of Adamsu Gold Resources or Nzima Gold Mine, Segalan in Mali, Semafo in Niger. Google for ‘Ms Angela List, the outstanding African woman in Mining’.
Ms Angela List, a very powerful woman, has experiences in both field operations at Open Pit Mining and Underground Mining through mining of gold ore and hauling same to the Processing and Refinery Plant and more than excellent experiences in Metallurgical Processing and Refining of Gold. She also owns private jets and mining fleets, operating gold mines including Adamus or Nzima Gold Mine in the area of the Sector Minister. Angela with BCM International into the Nguvu Group is in better position to attract massive financial, logistics support and expertise.
Hence, a Ghanaian woman in the Person of Angela, a former Vice President of Ghana Chamber of Mines with both long service experience in both Contract Mining Services since 2001 with BCM at Zone 1 at Teberebie of Goldfields and Abosso Gold Ltd Damang Mine before 2010 with IamGold Ltd) and Metallurgical Processing and Refining of Gold, is the best Ghanaian through BCM International with both very massive financial muscle and technical expertise in operating the Damang Gold Mine. E&P and Mr Ibrahim Mahama are giants in Contract Mining Services with only technical expertise in field and mining Earth moving equipment and also massive financial muscle.
So, contrary to stories in the public domain, there a lot of Ghanaians who also more qualified like my brother Mr Ibrahim Mahama. As stated, they include, a very strong woman in the Mining Sector, since 2001, namely Ms Angela List of BCM International. We also have Rocksure International of Mr Kwasi Osei Ofori, ERDMAC, Mr Ofori Opoku at GBC and others. All have the same capacity to perform. But Ms Angela List is better qualified than the men because she operates a Contract Services Company as BCM International and Processing and Refinery Gold Mine including Adamus Resources Ltd or Nzima Gold Mine.
About the Author
It must be noted that the Constitution of Ghana under Article 3 demands every citizens to defend it. But it is the President of Ghana and personnel of the Ghana Armed Forces especially Commissioned Military Officers of the Ghana Armed Forces at the time of inauguration before the peoples Reps at the House of Parliament by the Chief Justice and the commissioning Officers by the President respectively, take an oath (swearing to God) that at all times they will individually and collectively preserve, uphold, protect and defend the Constitution. Thus they are to protect and defend the Country or the Flag of Ghana, since the Fourth Republic is anchored by the Constitution.
So Officers of the Ghana Armed Forces, whether on active services or retirement on retire list must always protect and defend the Constitution of Ghana at all times, hence, they must be loyal and supportive to the Constitutional Commander-in-chief of the Armed Forces .
So this writer, Major Bogobiri (rtd) as retired Military Officer, keeps and is keeping his oath of allegiance to the Constitution, hence, to the Constitutional Commander-in-chief of the Armed Forces, currently, named as His Excellency President JD Mahama, herein dubbed as Prophet JD Mahama for his genuine Resetting Agenda for a better Ghana, so this writer has become a disciple of the Resetting Agenda for inclusivity towards social and national cohesion. Reason for his epistles/submissions.
At this juncture, some very relevant national contributions issues by the Writer for you to see, the writer Major Mohammed Bogobiri (rtd), as a genuine and very strong disciple of the Resetting Agenda, hence he is on a genuine crusade for a Better Ghana Agenda for current and future generations.
This writer, Major Bogobiri (rtd) when on active Military service, as an Officer, served diligently during the era of PNDC, NDC1 and NDC2 under His Excellency Flt Lt JJ Rawlings then as the Commander-in-chief of the Armed Forces. Then Captain Bogobiri and the last Commanding Officer (CO) of the disbanded Ghana Armed Forces Farms (GAFF), which was disbanded because as part of return to Civilian Rule, he worked closely with Hon Mr Yeli Chiereh, among others GAFF under his command, was responsible for the very large tracts of land and biggest cattle range Ghana in Kasoa belonging to the late Alhaji Minkakah from Northern Nigeria and fishing vessel of State Fishing Corporation for fish to feed the nation. These role demanded high integrity, discipline and accountability hence bravery.
So, as CO-GAFF, though then as a very young Captain, he was made to enjoin a ‘by passing’ policy which made him to work very closely on matters of Agric, with the then PNDC Secretary for Defence, who later on became the first Minister of Defence in the 4TH Republic, namely Hon Alhaji Iddrisu Mahama. Alhaji Iddrisu is still alive and he would confirm that a very young Captain, did not hesitate to give him or hide the lists or the details of Senior Officers who had outstanding or yet to be settled debts for supplies from GAFF and “cried” before him by requesting him for the immediate recovery of the debts.
The writer, can remember one of his no nonsense or bravery actions, made him as the Defence Secretary to delay the travel of the then General Officer Commanding of the Ghana Armed Forces (GAF), for him to send his ADC, a Major to GAFF Michel Tema, to pay debt of his boss with a Cheque. The ADC is still alive to confirm this hardline stand.
It is important for historical records to add that General Mensah Wood, then as Army Commander and member of PNDC, paid his bill on time through his ADC, then as Major Fiankor. Likewise General BK Akafia, (when he became the Army Commander on the death of General Mensah Wood) through Mrs Akafia, (his wife), paid his bills for supplies of corn, eggs, etc promptly at the time of delivery by the then very young office at his residence.
On the disbandment of GAFF, he was posted to2BN Takoradi where as a Senior Officer, he was most times made to deputize for the Commanding Officer, as the OC Rear Details, so in the era of NDC2, when Dr John Abu and the late Mrs Lily Nkansa were the Western Regional Ministers, hence the Chairperson of the Regional Security Council (REGSEC), ,and as there of Ghana Army at the REGSEC, he contributed greatly at the meetings of the REGSEC in the advancing of the development of the Region in particular and the Country in general.
He did same in NPP1 with His Excellency President Kofour, as the Constitutional Commander-in-chief of GAF, that was when Hon Mr Joseph Boahim Aidoo, the former CEO of COCOBOD, was the Western Regional Minister/ Chairman of REGSEC.
Hon Mr Joseph Boahim Aidoo, Colonel Amadu Disu then as Corporate Affairs of Golden Star Resources and Mr YB Amponsah, now a labour Consultant, who was then HR Manager for GAG/Ashanti Gold Company, which later on became AngloGold Ashanti Iduaprim Tarkwa will confirmed the intelligence and bravery of this writer.
When it happened Col Disu and Mr YB Amponsah, acting in the interest of Large Scale Mining Companies in the Region could not get the Military to provide support for the Mining Companies due to 2BN’s immediate Military Superior Commander, would not allow the deployment of 2BN Rear Details for urgent operations in support of Large Scale Mining Companies. This was so, due to low number of personnel of troops, the writer came out with a Constitutional measure that resulted in the then REGSEC to use personnel of the Ghana AirFoce Takoradi, and Ghana Navy Sekondi in the Western Region in the history of National or Regional Security to beef up the strength of 2BN for the operation.
When he felt that the Operation may face challenges of finance and Logistics maters and may be aborted or delay by high Command on that ground. He made a suggestion that saw the members of the REGSEC travelled to Tarkwa to request for both financial and logistics support from Mining Companies and their Service Providers including BCM and E&P, business Houses etc.
By his smart and bravery approach, 2BN supported the Police and helped in the effective and efficient operations of Large Scale Mining Companies, like Bogoso Gold, GMC, GAG, (especially during the transition to Goldfields Tarkwa) Bibiani Mine, , Abosso Gold Ltd, Damang.
The operations made it possible for the effective and efficient operations of Contract Service Providers, as well. They included BCM of Mr Paul List, (the husband of Mrs Angela List) and E&P of Mr Ibrahim Mahama in Zone 1 at Terberebie and at Zone 2 at Akon respectively.
It is worth taking that during a meeting between the Ghana Chamber of Mines Security Committee and Reps of the then National Security Coordinator led by then Brigadier General Dan Mishio in 2010, General Dan Mishio indicated that the then Military High Command could not explain at a meeting of the National Security Council, the arrangement between the Military and Mining Companies for the deployment of the mixed Military personnel in the locations of Mining Companies.
So the Council through the National Security Coordinator, directed that it should either be streamlined or withdraw, hence reason for the hosting of the meeting by Golden Star Resources Ghana at the site of Golden Star Wassa Ltd.
As a Security Superintendent of Bogoso Mine he recommended for the establishment of the Ghana Chamber of Mines Security Committee, and ensured the Security Dept of Bogoso Mine hosted the maiden and second meetings of the Committee in 2003 and 2004 to ensure it is well grounded. In 2014, in the first regime of President Mahama, he worked as the Rep of the Ghana Chamber of Mines to play the role of active member of the Committee of the National Security Coordinator or Secretariat for the managing of the Military and Police Taskforce for OPERATION HALT, against illegal mining.
on 20 April 2017, he organized a meeting with media houses in Ghana in Kumasi with over 20 participants at his heavy cost to brief them on relevant issues in the mining sector ‘Google Support the Push to Stop Illegal Mining by Mohammed Bogobiri’.
Subsequently, he made several recommendations to the Regimes of President Nana Addo and President Mahama to appreciate the enemy causing the existential threat through irresponsible mining as Small Scale Mining which has come to stay. So he recommended the need to find a common ground for coexistence. Google for Small Scale Mining and let a JSS pupil to read with a critical thinking Mindset by that he would able to tell that Small Scale Mining, which originated from the precolonial era as Galamasey, an informal indigenous Mining activity as poverty alleviation.
So, the JSS pupil from the interpretation obtained with Google Search engine or A1, would easily come to the conclusion that Galamasey is Small Scale Mining and Small Scale Mining is Galamasey, in line with the saying that a decorated donkey is still a Donkey. Period. So the interchanging of Galamasey with illegal Mining is very wrong and thus demo ignorance and incompetency on the unique history of mining in Ghana, since you cannot say a Large Scale Mining Company say Bogoso Mine which personnel unfortunately were/are in an illegal mining act, by breaching a mining or an environmental law were/are on Galamasey operation.
So, the answer is not in criminalizing Galamasey, with the daily noise that galamasey is illegal thus failing to understand that it is an established poverty driven operation, thus suggests a lack of very good knowledge in Mining and National Security so as to act accordingly.
The answers are threefold win-win solutions. firstly, Alternative Livelihood Projects say Oil Palm Plantation with a long term gestation period combined with short period gestation of Agric items like, cereals fish or Tilapia rearing, growing of mushroom, rabbitary, and snail rearing as well poultry production as recommended by him to one Mrs Mary Ankomah, which helped her to gain the employment of Group Community Affairs/Social Responsibility Manager of Golden Star Resources. So Bogoso Mine was the first Mining Company to initiate Oil Palm Project as part of Alterative Livelihood. It used to be short generation Agri items including maize. Consider registration for funds based on carbon credit awards. Cashew nuts is a very profitable crop.
Second point limit or condemn galamasey as Small Scale Mining for interested rural folks or only resident persons of communities on the approval of the Chief, opinion Leaders and people of the affected community as poverty driven operation for public good. There should be zero tolerance for the foreigners and use of sophisticated technology and substantial money in Small Scale Mining, which as poverty driven and not for wealth creation, it should be limited to the use of only simple tools and low investment.
Thirdly. the creation of a Medium Scale Mining Sector for Ghanaians like Chairman Wontumi, who are interested in the accumulation or creation of Wealth from mining, hence, they will surely partner with a foreigner or look for foreign financial support by cash or credit purchase of logistics from foreigners like what the Government of Ghana does or Ghana wants to do with mining of and value addition to Bauxite, this is so, since Mining is capital intensive. This is not secret. Mr Chairman Wontumi through Hansol Mining Ltd and Mr Ibrahim Mahama both had outside (domestic or foreign) financial support by loan or credit supplies of logistics or equipment and foreign expertise for their successful operations in the Mining Sector.
Thanks to the IT Revolution, so A1 or the Internet Search Engine say Google can provide details So, Rich people as licensed Miners must not be allowed to operate in the Small Scale Mining Sector not even for a second, since one excavator will cause a massive destruction of the environment in a split of a second
Seasoned Scholars in Mining including Professor Crawford of Surrey, University Professor Botchway of University of Cape Coast, Dr Gavin Hilson, Dr Abigail Hilson and Dr Tony Aubyn are Major Bogobiri’s (rtd) references beside the internet. Google and ‘Read Review the Laws on Small Scale Mining by Dr Tony Aubyn’ and ‘Chinese involvement in Small Scale Mining by Professor Crawford’ and or Google for Ghanaian Authorities struggle with a fragmented understanding of Small Scale Mining or Ghanaian Authorities do not appreciate the state of Small Scale Mining on the ground.
