Volta NDC Council of Elders satisfied with development progress in region

Council of Elders of the ruling National Democratic Congress (NDC) in pose with Volta Regional Minister James Gunu

The Volta Regional Secretary to the Council of Elders of the ruling National Democratic Congress, Francis Komla Ganyaglo, has expressed confidence in the ongoing development initiatives in the Volta Region under the administration of President John Dramani Mahama.

According to him, significant progress has been made across several sectors aimed at opening the region to new economic and infrastructure development.

Mr Ganyaglo made the remarks during an interview on the Volta Express Morning Show on Swiss 93.7 FM on Monday, March 16, 2026. His comments followed a meeting between members of the NDC Council of Elders and the Volta Regional Minister, James Gunu, at the Minister’s residence on Sunday, March 15.

The meeting was held to brief the Council on the state of development in the region and to outline ongoing projects, achievements and challenges since the Minister assumed office. The discussions covered developments between February 2025 and March 2026.

Mr Ganyaglo, a former Deputy Volta Regional Minister, noted that the NDC made 33 development promises to the region in its Volta manifesto. He explained that some of the commitments have already been fulfilled, others are currently being implemented, while a few are facing challenges.

Among the major projects highlighted was the planned establishment of an aviation academy at the Ho Airport by Togbe Afede XIV, who has already secured 10 acres of land in Ho for the initiative. He added that the Tema Development Company is expected to support the development of residential facilities within the airport enclave following a sod cutting ceremony held last year.

He also mentioned the Aveyime Farm Project, the construction of a modern market at Aflao and plans to develop a fish market along the coastal belt of the region.

In the area of agriculture and water management, Mr Ganyaglo disclosed that all 22 dams in the region require rehabilitation. He said government also plans to construct two additional dams at Vakpo and Kpando Fesi to support irrigation and boost agricultural productivity.

He further stated that the rehabilitation of the Volta Star Textiles Limited forms part of the government’s industrial revitalisation agenda for the region. He appealed to both local and international investors to submit bids to help revive the factory, which he said would create employment opportunities for young people in the region.

Mr Ganyaglo also revealed that the region is benefiting from the government’s Big Push infrastructure programme, which includes road projects across several parts of the region. These projects include road networks stretching from Asikuma to Aflao as well as other inter district roads currently under construction.

He added that the government is also considering the construction of bypasses at Kpando and Hohoe to ease traffic congestion and improve transportation.

However, he urged residents to remain patient with contractors, explaining that the government has given them a 24 month timeline to complete the Big Push projects.

Other initiatives outlined include the establishment of agro processing facilities and four farmer service centres in the region. He also mentioned ongoing efforts to rehabilitate the water system at Kpeve.

Mr Ganyaglo further highlighted the proposed Keta Port project, which he said has already attracted interest from both local and foreign investors. He added that the Asigame Project at Aflao is also progressing steadily, with land acquisition processes underway ahead of the sod cutting ceremony, supported by a grant from China.

He noted, however, that land acquisition remains a major challenge affecting the implementation of some projects and appealed to landowners in the region to release land to support infrastructure development.

In the health sector, he revealed that government plans include the construction of two new campuses for the University of Health and Allied Sciences, the establishment of an Artificial Intelligence laboratory, the expansion of the Ho Teaching Hospital and the construction of a military hospital in Ho.

Mr Ganyaglo also indicated that the Regional Minister has introduced personal initiatives such as the “Water for All” project, which is providing water to schools and communities across the region. Other initiatives include Youth in Agriculture and the creation of a Youth Development Fund to support youth entrepreneurship.

According to him, members of the NDC Council of Elders expressed satisfaction with the level of progress made so far.

He nonetheless stressed the need for collective efforts to address unemployment and urged government to fast track financial clearance in the public sector to enable young people secure employment in areas where vacancies exist.

Mr Ganyaglo emphasised that government alone cannot develop the country and called on individuals and the private sector to actively support the development of both the Volta Region and Ghana.

He also expressed optimism that the NDC would continue to maintain strong electoral support in the Volta Region due to the pace of development under the Mahama administration.

He commended Mr Gunu, the Metropolitan, Municipal and District Chief Executives and Members of Parliament from the region for their efforts in promoting development.

Mr Ganyaglo further appealed to Voltarians living abroad to return home and support development by attracting investors and establishing industries in the region.
