Tano South Municpal Assembly holds Assembly meeting at Bechem
The Second Ordinary meeting of the Second Session of the Tano South Municipal Assembly has been held at Bechem, the Municipal capital.
The meeting saw in attendance dignitaries, including Hon. Emmanuel Kwame Frimpong, MCE, Tano South; Hon. Isaac Kusi Amponsah, Presiding Member, Mr. Abdul Rahman Salam Municipal Coordinating Director, Traditional leaders, representatives from the Security Agencies, Assembly Members and Heads of Departments.
In a welcoming address, the Presiding Member (PM), Hon. Isaac Kusi Amponsah, commended all stakeholders of the Assembly, especially the Member of Parliament for Tano South, Nananom, Assembly members, staff of the Assembly, and Unit Committee members of the various Zonal Councils for their contributions towards the successful inauguration of the Councils.
Hon. Amponsah emphasized the mandatory nature of the General Assembly meetings as per the Local Governance Act, 2016 (Act 936), noting that the meeting is essential for planning, approving, and assessing the Municipality’s development policies. He appealed to members to avoid partisan politics in their duties, reminding them that their performance would be assessed in the District Assembly elections scheduled for two years later. He urged continued collaboration with Nananom (traditional leaders), Unit Committee members, religious, and opinion leaders to achieve shared development goals.

Hon. Amponsah provided several key administrative and welfare updates for the Assembly Members and announced that the resolution for the procurement of 59 motorbikes for them has progressed well with NALAG, with delivery anticipated by the first quarter of 2026.
Regarding infrastructure, he confirmed that the Assembly has taken delivery of streetlight bulbs for distribution across all electoral areas to enhance security and visibility. He specifically acknowledged the deplorable condition of roads, particularly in the Mansin–Breme zone, and assured members that serious preparations are underway to use DRIP machines to improve the road network.
At the institution, Hon. Amponsah commended all stakeholders for the successful inauguration of the seven Zonal Councils, urging Assembly Members to cooperate fully with the Zonal Council executives. Finally, He also urged continued support for the Assembly’s ongoing special revenue taskforce operations.
Delivering the Sessional Address the MCE for Tano South, Hon. Emmanuel Kwame Frimpong, detailed the Assembly’s performance, outlined challenges and set the development agenda for 2026.
He explained that the Assembly's financial resource base, particularly the Internally Generated Funds (IGF), is a critical area of challenge. As of October 2025, the Assembly had only achieved 48% of its budgeted IGF, collecting GH¢880,614.14 against a budget of GH¢1,835,781.82. This significant shortfall he said, was attributed to logistical constraints and non-compliance by rate payers.
He confirmed the aggressive deployment of a 12-day special revenue mobilization taskforce starting November 4, 2025, supported by the erection of revenue checkpoints at strategic locations, including the Ankase and Subriso routes, to curb revenue leakage. He also noted that while Central Government releases, such as the DACF and MP’s Common Fund, remain vital, significant variances against the budget persist, underscoring the necessity of improving local collections.

Hon. Frimpong reported that the Municipal Security Council (MUSEC) has maintained relative peace and order, successfully monitoring illegal mining activities and overseeing the peaceful enstoolment of the Paramount Chief of the Bechem Traditional Area. He further affirmed that all seven Zonal Councils are now fully operational.
Talking on development, Hon. Frimpong confirmed that the government has released the first and second tranches of the 2025 DACF earmarked for the construction of the 24-Hour Economy Market, with site works expected to commence soon. He added that, the Assembly is planning to invest significantly in social services for 2026, including the construction of new CHPS Compounds at Kofintamkrom and Ankase.
“To address the deficit of furniture in schools, the Assembly is procuring large numbers of desks and chairs—specifically 2,730 mono desks for JHS—along with furniture for teachers, funded through the 2025 DACF”.
In the area of Sanitation, the MCE announced a major achievement, securing a final refuse disposal site at Mansin, to enable the evacuation of refuse dumps at Adum, Bechem, with further sites planned for evacuation at Bechem-Atekyem and Techimantia. He also noted progress in agriculture, stating that land has been secured for the ‘NkokoNkitinkiti’ poultry project along the Bechem-Dwomo stretch. Finally, he announced the completion of the drilling and mechanization of 19 boreholes with overhead tanks at key locations across the Municipality.
Bringing his address to an end, Hon. Frimpong stated that the success of the 2026 budget depends on the collective effort of the Assembly. He appealed to members to diligently work together, devoid of political affiliation, to build a prosperous Municipality, expressing confidence that with unity and commitment, they shall continue to transform Tano South.
