As Ghana moves toward building a 24-hour economy, the tourism and hospitality sector stands out as one of the most natural beneficiaries and drivers of this vision. However, for it to flourish, government must create the right environment through policy, infrastructure, safety, skills development, and marketing.

Below are key actions government should take:

1. Strengthen Policy and Regulatory Frameworks

• Develop a national night-time economy policy that integrates tourism, hospitality, culture, and creative industries into the 24-hour economy agenda.
• Review and modernize tourism laws and licensing regulations to encourage extended operational hours while maintaining quality and safety standards.
• Empower local authorities to create night-time tourism zones or “24-hour precincts” where tourism businesses can operate freely and safely.

2. Ensure Safety and Security

• Security is the backbone of any 24-hour economy. Government must invest in enhanced night-time policing, CCTV surveillance and street lighting in key tourism and hospitality zones.
• Establish Tourism Police Units trained to protect tourists and operators, especially in high-traffic areas such as beaches, nightlife districts and transport terminals (trotro stations).
• Introduce safety certification for hospitality establishments operating round-the-clock to boost confidence among both tourists and investors.
