Working with Hon. Abu Adam: A Review of His 8-Year Stewardship as DCE for Mamprugu Moagduri District
According to John C. Maxwell, "Leadership is not about titles, positions, or flowcharts. It is about one life influencing another."
This precise and concise definition emphasizes that true leadership goes beyond authority or hierarchy. It is about positively impacting the lives of others. Leaders create a vision, lead by example, and empower individuals to contribute their best, ensuring collective success.
Hon.Abu Adam tenure without doubt witness consideration development and progress, major development projects and greater transformation in the district. The purpose of this article is not to delve deeper into these development projects, future articles will take care of that.
Hon. Abu Adam's eight-year tenure as District Chief Executive (DCE) for Mamprugu Moagduri District was characterized by a blend of strong personal traits and notable shortcomings.
While his presence as a leader was commanding, his leadership class and approach to governance was filled with mixed feelings.
It is wealth mentioning that some of the perceived weakness of Mr.Adam was conditioned by some friendly central government policies.
The delays in the release of statutory funds were public knowledge, this weakened his leadership brought some disappointment occassioned by inadequate funding.
His legacy is a mix of political maneuvering, unfulfilled promises, and missed opportunities to foster strong grassroots connections.
Hon. Abu Adam was undeniably a strong personality. His confidence and assertiveness enabled him to maintain control in a district with diverse challenges and interests. During his tenure, some strides were made in areas such as education, healthcare, and basic infrastructure.
Schools were built in some underserved communities, and modest improvements were observed in other sectors, reflecting his ability to secure support for projects.
His communication skills wasn't in doubt.
Additionally, his political astuteness allowed him to navigate relationships at the district and regional levels, which helped in bringing attention to the district.
However, Hon. Abu Adam’s leadership was overshadowed by significant weaknesses.
One of the most persistent criticisms of his tenure was his failure to fulfill promises. Many residents accused him of making lofty commitments that rarely translated into tangible results. This pattern of unfulfilled promises eroded trust and undermined his credibility as a leader.
His approach to internal revenue generation was generally poor and average. Even though the district economy is predominantly agriculture based, he was expected to drive innovative revenue generation strategies and policies to ensure development.
His failure in this regard, and among others in my view accounted to his failed promises
Moreover, he was often perceived as stingy, a trait that alienated him further from his constituents. In a district where communal expectations of leaders include generosity and support for grassroots initiatives, his reluctance to extend personal assistance or resources created a narrative of detachment and insensitivity.
Another major flaw in his leadership was his tendency to view decisions through a political lens. Hon. Abu Adam often prioritized party loyalty and political calculations over the welfare of the broader community.
This approach marginalized those who were not aligned with his political affiliations, deepening divisions within the district and limiting opportunities for inclusive development.
As a politician, Hon. Abu Adam failed to maintain a close connection with the grassroots. Over time, he became increasingly distant from the very people he was appointed to serve. Many constituents felt excluded from the decision-making process, and his leadership class was seen as hierarchical rather than participatory. His inability to engage with the everyday concerns of the people led to growing dissatisfaction and a sense of neglect.
Hon. Abu Adam's eight years as DCE for Mamprugu Moagduri District leave a mixed legacy. While his leadership brought some progress, his shortcomings overshadowed these achievements. His inability to deliver on promises, coupled with a perception of stinginess and excessive political focus, left many constituents feeling disappointed.
Many will also remember him for his political tactics and strategies which secured the Parliamentary seat for his party in 2020 and consolidated same in the 2024 elections.
He cannot be forgotten for his immense contribution to the popularity and gains made by the NPP within his 8 year tenure. Securing the seat for the party in two consecutive terms is great achievement any political leader can come by, Moreso when his zone, (the kubori zone) becomes a decider and stronghold for this achievement.
He must be celebrated by the party for his loyalty to the party and the PC even though his loyalty in some instances affected his integrity as a person. Constantly working with the MP frictionless and open-heartedly is rare trait. His ability to keep connected however much he disagrees with the MP was legendary and a character which must be emulated.
In all he will be remembered for the BAD, the GOOD and the UGLY.
