5 years into the tenure of Hope Uzodinma as Imo state governor
Nearly five years into the political journey of Senator Hope Uzodinma as the governor of Imo State, one can authoritatively postulate that it has been a two-sided narrative of controversy and the promise of a meaningful future for the good people of the state.
From his gubernatorial emergence through a landmark Supreme Court judgment in January 2020, to the months beyond his re-election for a second term in January 2024, Uzodinma's administration consistently faced numerous challenges while it strove hard to deliver on its mandate. Yet, when we critically examine those challenges and x-ray the governor's policy strategies, to a considerable extent we will agree with the successes he recorded in his five years in office. We would be able to assess more lucidly his efforts to navigate the hurdles he faced and appreciate to what extent he progressed in fulfilling his campaign promises.
It will be recalled, in the first place, that Senator Hope Uzodinma’s assumption of office as governor of Imo State was unprecedented in the history of politics in Nigeria. After losing the 2019 gubernatorial election to the People's Democratic Party (PDP) candidate, Emeka Ihedioha, Uzodinma successfully challenged the election result at the Supreme Court. The court nullified Ihedioha’s election after he had been governor for ten months and declared Uzodinma, who contested under the All Progressives Congress (APC), as the duly elected governor.
That judgment drew a widespread controversy, especially among the good people of Imo State, with many questioning its legal basis and legitimacy. The circumstances of Uzodinma’s emergence as governor created a trust deficit that his administration has had to struggle to overcome ever since. The controversy created a rocky start for his administration, as opposition groups and segments of the public viewed his government with scepticism. Critics accused him of prioritizing political patronage over governance and neglecting the interests of ordinary citizens. Governor Uzodinma tried to rebuild a genuine level of trust among Imo people and his APC opponents by making significant efforts in communication, transparency, and inclusive governance, which he has had to grapple with, to a reasonable extent over these five years. The governor was able to deal meaningfully with the task of not only addressing developmental issues in the state but also with rebuilding public trust in his leadership and a sense of the legitimacy of his government.
Like many Nigerian states, Imo has grappled with the economic fallout of declining federal allocations, fluctuating oil prices, and the broader national economic downturn. These challenges were compounded by the COVID-19 pandemic, which disrupted economic activities and strained the state’s finances. But despite initiating revenue-generating reforms, Uzodinma's administration faced difficulties in meeting the financial demands of infrastructure projects, civil service salaries, and other obligations. Uzodinma also faced intense political opposition from within and outside the state. Opposition parties criticized his policies and accused his administration of neglecting certain regions. The political rivalry, at times, diverted attention from governance to political brinkmanship.
In assessing Uzodinma's score board, one of his flagship achievements to consider would be in infrastructure development. Recognizing the critical role infrastructure plays in driving economic growth, his administration embarked on the reconstruction and rehabilitation of major roads in the state. The reconstruction of Owerri-Orlu and Owerri-Okigwe roads, previously in very deplorable conditions, stands out as a significant milestone. These roads serve as major economic arteries linking various parts of the state and neighbouring regions. In the state capital, Owerri, Uzodinma’s administration launched urban renewal projects aimed at improving the aesthetics and functionality of the city.
Streetlights, drainage systems, and road expansion projects were implemented to ease traffic and enhance urban mobility. Uzodinma also focused on agricultural reforms aimed at improving food security and empowering rural farmers. The administration provided subsidies for farm inputs, introduced mechanized farming initiatives, and partnered with private investors like Jampur Group to revitalise commercial institutions and others to boost agricultural productivity. However, only a few rural communities benefitted from electrification projects and access roads to connect them with urban markets.
It is unfortunate that these innovations were hugely denied the rural populace who happen to be the main voters in any election. Uzodinma's administration did little to bring the comfort of tarred roads to the rural towns and villages of its 27 local government areas. Many Imo citizens still hope that he will take this area of deficiency up as a major challenge to his political career.
The administration embraced technology to improve governance and service delivery. The introduction of e-governance platforms helped to streamline revenue collection, reduce leakages, and enhance accountability. Such initiatives as the automated payroll system addressed issues of ghost workers and improved efficiency in civil service operations. Governor Uzodinma also prioritized education by rehabilitating public schools, providing teaching materials, and investing in teacher training. His administration launched scholarship programmes for indigent students and initiated technical education reforms aimed at equipping youths with vocational skills for employment and entrepreneurship.
In the health sector, Uzodinma made efforts to revamp primary healthcare facilities across the state. The renovation of general hospitals and health centres was accompanied by the provision of medical equipment and the recruitment of healthcare professionals. The COVID-19 pandemic tested his administration’s healthcare policies, and while there were criticisms, the state government provided isolation centres, testing facilities, and embarked on awareness campaigns to mitigate the impact of the virus.
However, insecurity remained the most significant challenge to Uzodinma's administration. In his five years as governor, Imo State witnessed a surge in violent activities, including clashes between security forces and unknown gunmen, attacks on police stations and kidnappings. The activities of the Eastern Security Network (ESN), linked to the Indigenous People of Biafra (IPOB), further exacerbated tensions in the state. To address this, the Uzodinma administration launched Operation Search and Flush, a security initiative aimed at combating crime and restoring law and order.
Despite these efforts, insecurity persisted, affecting the state's socio-economic stability and investor confidence. Uzodinma’s administration had to partner with federal security agencies to address insecurity in Imo State. The deployment of joint security task forces and the establishment of community policing frameworks were aimed at improving intelligence gathering and crime prevention. Additionally, the government engaged traditional rulers and community leaders in dialogue to promote peace and discourage violent activities.
To address economic challenges, the administration implemented measures to diversify the state’s revenue base. This included investments in agriculture, industrial development, and public-private partnerships. Efforts to digitize revenue collection and reduce corruption have shown promise in improving financial accountability. And so, recognizing the importance of public trust, Uzodinma increased engagement with citizens through town hall meetings, media appearances, and stakeholder consultations. These platforms provided opportunities for the government to explain its policies, address grievances, and receive feedback from the public.
His campaign promises had centred on infrastructure, job creation, and security. While notable progress has been made in infrastructure and youth empowerment in these five years, the administration’s success in addressing insecurity remains mixed. The fulfilment of other promises, such as industrialization and rural development, has also been uneven, with some projects yet to materialize fully.
In all, however, Uzodinma’s administration has recorded commendable achievements in infrastructure, education and healthcare. These successes contributed to economic growth, improved service delivery, and enhanced the quality of life for many citizens. His urban renewal projects and e-governance initiatives, in particular, represent significant strides in modernizing the state. However, persistent insecurity, economic challenges, and a trust deficit limited the administration's ability to fully deliver on its mandate. While efforts to address these issues are still ongoing, their impact on public perception and the overall socio-economic environment cannot be overlooked.
Senator Hope Uzodinma’s five years in office has indeed been a mixed bag of challenges, achievements and more challenges. While his administration has made commendable strides in infrastructure development, education, and governance reforms, persistent insecurity and economic difficulties have continued to pose significant hurdles. His efforts to rebuild public trust and legitimacy have shown progress, but scepticism remains in some quarters.
Now that Uzodinma has entered his second term, the onus lies on him to consolidate his achievements, address lingering challenges, and deliver on his promises to the people of Imo State. His ability to foster inclusive governance, promote peace, and drive sustainable development will ultimately define his legacy as a leader. In a politically and economically volatile environment, his administration’s performance in the coming years will determine the extent to which Imo State can achieve its potential as a beacon of progress in southeastern Nigeria.

To solidify his legacy and remain in the good books of the people of Imo State, Governor Hope Uzodinma needs to focus on addressing the state's core challenges while fostering inclusiveness, transparency, and trust in his administration. He must take actionable steps in the remaining years of his tenure.
As insecurity remains one of the most pressing issues in Imo State, the governor must adopt a more holistic and proactive approach to address this challenge. He must strengthen the security forces by investing in training, equipping, and supporting local and federal security operatives. He must consolidate his collaboration with traditional rulers, vigilantes, and community leaders to implement robust community-based security strategies. He must engage key stakeholders, including religious and political leaders, to address the root causes of insecurity and foster dialogue, especially with disaffected groups. He will need to set up a well-funded security intelligence unit to identify and neutralize threats before they escalate. He will need to work closely with federal security agencies to enhance operational capacity and deploy modern security technologies such as drones and surveillance systems. The governor must intensify efforts to restore peace and ensure the safety of lives and property. He should also not forget to address the underlying causes of insecurity, such as unemployment and poverty by creating more economic opportunities.
To win the trust of the people, Uzodinma must demonstrate a commitment to clean and transparent governance. He should regularly release information about the state’s budget, revenues, and expenditures to reassure the public that resources are being managed prudently. He should strengthen mechanisms to combat corruption within the state civil service and public institutions. But above all, he should create open and accessible platforms for citizens to report grievances, provide suggestions, and track government projects. He should build trust by engaging traditional rulers, community leaders, and youth organizations to foster dialogue and resolve grievances.
Knowing that economic empowerment is critical to reducing unemployment and poverty in the state, Governor Uzodinma should use his remaining tenure to focus on programmes that have a direct impact on the livelihoods of the people. For instance, he can expand investments in agriculture by supporting farmers with subsidies, loans, and modern equipment. He can promote value-chain development to create jobs and enhance food security. He can also partner with private investors to establish industrial parks and manufacturing hubs, leveraging Imo State's resources and strategic location. He should be able to increase funding for skill acquisition centres and provide grants for entrepreneurs, particularly in the tech and creative industries. Most importantly, he should be able to offer financial incentives, tax breaks, and technical support to small and medium size enterprises in the state.
To secure his legacy and remain in the good books of the people of Imo State during his remaining tenure, Governor Hope Uzodinma should focus on impactful governance, prioritizing inclusive development, and addressing the pressing needs of the state. He should create opportunities to interact directly with citizens, listen to their concerns, and address their needs. He should more frequently utilize radio, television, and social media platforms to update the public on government initiatives and gather feedback. He should highlight his administrations challenges and achievements in a way that resonates with the people, fostering pride and ownership of government projects.
Fairness in resource distribution and project allocation is vital to winning the trust of all Imo citizens. Therefore, during the remaining years of his tenure, Governor Uzodinma should ensure that development projects and government appointments reflect the diversity of the state. He should continue to prioritize programmes that empower women, youth, and vulnerable populations as he demonstrated by his choice of Mrs Chinyere Ekomaru as deputy governor. Above all, Uzodinma must maintain the integrity and independence of the judiciary and respect court rulings to promote trust in governance. The governor must ensure that the promises he made during his campaign are fulfilled. To do so, he must focus on policies that prioritize the welfare of the people, ensuring his tenure is remembered for its positive impact.
Governor Hope Uzodinma’s ability to remain in the good books of the people of Imo State will obviously lie in his willingness to address critical issues with sincerity, transparency, and a people-first approach. By focusing on security, infrastructure, economic empowerment, and inclusive governance, he can leave a lasting legacy of progress and unity. As he enters the final years of his tenure, the governor must act decisively and ensure that his administration’s successes outweigh its challenges. The people of Imo State deserve nothing less than a government that delivers on its promises and works tirelessly for their welfare.
