NPP’s Impact on the Diasporas in the Last 8 Years and the Vision for a Bawumia Presidency

The New Patriotic Party (NPP) has long recognized the importance of its diaspora branches, especially in terms of economic contributions, political influence, and international visibility. Over the last eight years, the NPP, under the leadership of President Nana Addo Dankwa Akufo-Addo, has implemented policies and programs designed to deepen the relationship between the government and Ghanaians abroad. This relationship has been further strengthened by Dr. Mahamudu Bawumia’s efforts, both as Vice President and now as the NPP’s Flagbearer for the 2024 elections, which underline the potential for even greater progress under a Bawumia-led administration.

NPP's Achievements for the Diaspora (2016-2024)

1. Ghana Card Initiative
One of the NPP government’s landmark achievements is the rollout of the Ghana Card. This initiative has revolutionized the national identification system, providing a uniform and digital ID for Ghanaians. For the diaspora, this has been a game-changer. It enables Ghanaians abroad to seamlessly connect to financial and social services in Ghana, register for various government services, and play a more active role in national affairs. The inclusion of the diaspora in this initiative demonstrates the NPP’s commitment to making all Ghanaians part of the digital transformation journey.

2. Diaspora Engagement Policy
In 2022, the government of Ghana launched the Diaspora Engagement Policy to provide a framework for better engagement between the diaspora and Ghana. This policy recognizes the diaspora as key contributors to national development and seeks to enhance their participation in national programs. It established channels for effective collaboration between the diaspora and various government ministries, agencies, and private sector players. The policy also promotes investments and innovations from the diaspora into sectors such as real estate, technology, and tourism.

3. Year of Return and Beyond the Return

The NPP government’s highly successful ‘Year of Return’ initiative in 2019 marked the 400th anniversary of the first enslaved Africans arriving in America. It was a celebration of African resilience and sought to reconnect the diaspora to the land of their ancestors. This program boosted tourism, generated revenue, and attracted investments from African-Americans and the broader African diaspora. The continuation of this program, titled ‘Beyond the Return,’ further focuses on building sustainable partnerships with the diaspora, promoting investment opportunities, and fostering cultural exchange.

4. Easing Voting and Representation Barriers

The NPP has worked towards enabling Ghanaians abroad to actively participate in national elections through the Representation of the People Amendment Act (ROPAA), which allows Ghanaians in the diaspora to vote. While full implementation has faced challenges, the NPP remains committed to ensuring that Ghanaians, regardless of location, can exercise their voting rights and contribute to the democratic process.

5. Financial Inclusion and Remittances

Recognizing the critical role of remittances, the NPP government focused on digitizing and easing financial transactions for Ghanaians abroad. Mobile money interoperability, improved banking infrastructure, and incentives for diaspora bonds have allowed for smoother transactions and greater financial inclusion. These steps have made it easier for diasporas to invest and send money back home, contributing significantly to national development.

How a Bawumia Presidency Will Benefit the Diaspora

Dr. Mahamudu Bawumia, having played an instrumental role in many of these initiatives, has a clear vision for the future of the diaspora under his leadership. His presidency promises a continuation and deepening of these efforts, with several new initiatives that will benefit Ghanaians abroad.

1. Advanced Digital Governance
Dr. Bawumia’s commitment to digital transformation is a cornerstone of his vision. Under his leadership, the digitalization of various services, from land acquisition to healthcare and tax payments, will be streamlined and made accessible to the diaspora. This will enable Ghanaians abroad to manage their affairs back home without unnecessary bureaucracy. Furthermore, Dr. Bawumia’s digital focus means that services such as the Ghana Card will be continuously upgraded, ensuring that all Ghanaians can participate in the country’s economic activities with ease.

2. Representation and Engagement
Dr. Bawumia has consistently emphasized the importance of unity within the NPP diaspora branches, calling for all factions to come together to achieve the party's goals. His inclusionary leadership class means that under his presidency, there will be more structured engagements with the diaspora. The creation of specialized teams to manage diaspora affairs, as seen in his current campaign, shows that he values the contributions and ideas of Ghanaians abroad. This structure will continue, ensuring that the diaspora has a strong voice in governance and decision-making.

3. Economic Opportunities and Investments

A Bawumia-led administration will undoubtedly prioritize attracting more diaspora investments. The NPP has already set a solid foundation by promoting investment in real estate, agriculture, and technology through initiatives like ‘Beyond the Return.’ Under Dr. Bawumia’s leadership, we can expect policies that further incentivize diaspora contributions to national development through tax breaks, land acquisition reforms, and partnerships in infrastructure development. His economic expertise and deep understanding of global financial systems make him well-positioned to create opportunities for diasporas to invest and profit from Ghana’s growth.

4. Stronger Political Participation
Dr. Bawumia’s commitment to ensuring that the Representation of the People Amendment Act (ROPAA) is fully implemented will be realized under his presidency. He will push for reforms that allow for seamless voting abroad, giving diasporas a direct voice in Ghana’s political landscape. His dedication to democratic inclusivity ensures that no Ghanaian, no matter where they reside, is left out of the nation’s political future.

5. Promoting Social Welfare and Family Reunification

Dr. Bawumia has also expressed a vision for greater social welfare benefits for Ghanaians living abroad. From family reunification policies to improved services at embassies and consulates, his administration will work to remove barriers that diasporas face in maintaining close connections with their families and homeland. His presidency will focus on ensuring that Ghanaians abroad can return home without facing undue legal or financial hurdles.

Conclusion
The NPP has made significant strides over the past eight years to engage, empower, and include the diaspora in Ghana’s development journey. From digital inclusivity and national identification to easing voting barriers and promoting investment, the party’s policies have fostered a closer relationship between Ghanaians abroad and their homeland. Under a Bawumia presidency, these achievements will not only be preserved but also expanded upon. Dr. Bawumia’s focus on digitalization, economic opportunity, political participation, and social welfare presents a clear path toward a future where the diaspora plays an even more significant role in shaping the destiny of Ghana.

The NPP’s vision for the future, under the leadership of Dr. Bawumia, is one that ensures all Ghanaians, regardless of their location, can contribute to and benefit from the nation's prosperity.
