Open Letter To His Excellency President Nana Addo-Part One Major Mohammed Bogobiri (rtd)

Dear His Excellency President Nana Addo,

It is said that it is God, who normally chooses a Leader and the Citizenry are to accept God’s choice and contribute to the leaders’ success, this to the Glory of God. Hence, I consider it to be a sin against God, our Maker and irresponsible to my Country, Mankind and History to refuse or fail to give you sound advice or and share my knowledge and experiences with the citizenry as my contribution to the development of this great Nation to ensure peace and tranquility, consequently to the Glory of Almighty God.

I hope it was based on this that you asked us the Citizenry to be Constructive Citizens and not spectators to help this Country achieve the vision of Ghana beyond Aid. Hence, I am in one of the Nation’s driving seat to obey God’s directive to the Citizenry to help shape up the Presidency (leadership, control, direction) of this Country as well as sensitize the people on pertinent national issues to ensure peace and tranquility environment, necessary for economic growth.

Firstly, thank you so much for your good leadership so far. Did I say your good Leadership? Yes, your good leadership so far because it was God who gave you the opportunity to serve presumably due to some unique qualities in you and your Deputy, the best combination of a President and his Deputy, both who have the necessary competency to administer His (God’s) Country called Ghana. As declared in one of the Holy Books of God, precisely the Holy Bible at Romans 13:1 which states that: “Every person is to be in subjection to the governing authorities. For there is no authority except from God, and those which exist are established by God.” Also, 1 Peter 2:13-14 declares : “Submit yourselves for the Lord’s sake to every human institution, whether to a king as the one in authority, or to governors as sent by him for the punishment of evildoers and the praise of those who do right.”.

Hence you, then Mr Nana Addo and Dr Muhamadu Bawumia were both brought together by Allah to be nominated as President of Ghana and Vice President respectively. The citizenry can today tell that you were nominated among other Ghanaians with the view to efficiently and effectively protecting us from the physical and economic destruction by the COVID-19 pandemic. Hence, in March 2020 as the President, Head of State, Head of Government and Commander-in- Chief of the Armed Forces of Ghana you issued an excellent Warning Order for combating and defending the citizenry against the invasion of the Coronavirus pandemic with its casual effect as deaths and economy depression (downturn).

Sir, you competently conducted the battle with field troops, limited resources cum your frequent battle updates (your Fellow Ghanaian messages) against Ghana’s share of a global pandemic since the flu of 1918. Your efficient and effective leadership made Ghana as one of the Nations that recorded the lowest casualties in the World, a demo of exemplary Leadership.

The content of your Warning Order against the global Pandemic which contained the statement that the pandemic can cause both deaths and a great economy depression (a nearly dead economy). You made it known to the Citizenry or the whole world that you can competently jump start a dead economy to an upturn state but you cannot bring a dead person into life and the success attained so far, has made you to be recognized as an international icon especially by the World Health Organization.

Mr President, due to the causal effects of the Russia-Ukraine War to the global economy, it must be clear that, It is for the competencies of you and the Vice President to jump start a nearly dead economy with COVID-19 pandemic as the initial casual effect to be aggravated later by the Russia- Ukraine War cum your ability to get the economy to an upturn level, with Ghana Beyond Aid as the Target, that made the Almighty God to nominate you as the President of Ghana.

Mr President, thanks for the acknowledgement of the suffering, the result of the repercussions of the COVID-19 pandemic which you warned us in advance in your maiden Fellow Ghanaian Message. The state of the economy (downturn) with the associated suffering is being aggravated by the setbacks from the Russia-Ukraine War. It is your ability to restore an economy from a downturn state thus reduce or deal with the suffering associated suffering the casual effects of COVID-19 and the War, among other reasons, that made you and Dr Bawumia as God’s Choice to lead us.

Mr President you may wish to know whether I am 100% right with this assertion. So, I refer you once again to Romans 13:1 which clearly states that: ‘The authorities that exist have been established by God’ and ‘’consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. For rulers hold no terror for those who do right, but for those who do wrong’. Hence, all good people do agree or ought to agree that God establishes all governmental leaders in the world. Since, it is God who created the Earth and everything especially Life on it, So Nana Addo was and is God’s best man to lead Ghana from 2017 to 2025 for very good reasons.

His Excellency the President, this theory is strongly held or believed by one of our former Presidents namely His Excellency ex-President JD Mahama (HEEPJDM) who is noted for his honesty/Strong Christian background, therefore a very nice man on Earth. So he attested this assertion when he said in Salaga on 24 August 2016 that ‘it is God who will choose the next President for his good people in Ghana’’ (you may please read this at classfmonline.com. dated 24 August 2016). So, truly speaking, the Almighty God ordained you His Excellency President Nana Addo to be President of Ghana and Dr Alhaji Bawumia as Vice President of Ghana, effective 2017.

Mr President God’s power to nominate a leader was put into test in 2016, when some people and the hawks in politics during the Presidency of HEEPJDM, tried to confuse the then Sitting President of Ghana to find ways and means to stay in power despite the results of Presidential Election, an event during which his Party did not go to sleep and like your Party, his Party also collated the results from the field which clearly indicated that he lost the election organized by the EC under his watch or he as the incumbent. May be they were confused by the wording in Romans 13:1 that the ‘’Authorities that exist have been established by God”. Hence they thought it implied the then Administration or the then sitting President. So let us forgive fellow Ghanaians or our brothers and sisters for the misunderstanding of the declaration of Romans13:1.

Mr President, our dear Mama and Sister, the very beautiful and highly respected Lady Charlotte Osei also cannot be faulted for not declaring the results immediately after the national results were duly compiled by the EC. She was perplexed (shocked) or in state of disbelief that you, candidate Nana Addo, with a divided house caused by your initial Party Chairman, Mr Paul Afoko (my good brother, we were together and working very close with the Magnificent Madam Bolico in Bolga, where his father was the major Cigarette Distributor).

Mr President, the nature of your campaign with very low resources cum a very low morale in your Camp, which caused you to be a very humble man. You even restored to promising the citizenry left, centre, right and even went further to make a juicy (sensational) promise to the Almighty that he will get a magnificent Cathedral in Ghana, not in faraway Chuchilga or Ho or Dodowa but right in the Centre of Accra to thank him if and only if he nominates you as the President of Ghana.

Mr I hope you can recollect that you went down on your knees begging the citizenry to have faith in you and lastly, you had to do things including bordering a bone shaker or a wooden Trotro for your campaign whilst your opponent was flying over the place with a helicopter and you even drunk yoghurt or so in the trotro to show that you were one of us, the downtrodden to sustain your Campaign. All these, were regarded by some people may be including auntie Charlotte as desperate measures, hence, her state of disbelief or coma with the results should now be understood.

So, Mr President, Easter being a season for forgiveness and reconciliation, Sir use this chance to forgive Lady Charlotte Osei, because as stated she was really confused with the results, considering how she saw the campaign of the two major parties. Mr President, I am sure you too were in a state of disbelief when your field team told you that you have won with the widest margin of votes, the first in the history of Ghana.

So, Mr President, once again it was presumably due to her state of disbelief that made her to hold the nation almost motionless or deadly still for some time and thus the citizenry were also overwhelmed. Ghana was then sitting on a time bomb which awaited to be detonated may be by the Men and Women of God, those who have sworn to defend the Constitution at all times

and would therefore act in in fulfillment of the statement, Blessed are the Peacemakers as in

Mathew 5:9, as the Army of God, because it is God who really Chooses a Leader.

Hmm, she really delayed in performing her Independent Constitutional mandate as ordered at Section 3 of Article 63 of the 1992 Constitution when she had the results at hand but due to the her disbelief in the results, she rather informed one of the Candidates who happened to be the then Commander-in-Chief of the Armed Forces to assembly the then Military Superior Commanders or the CDS and the Services Chiefs for permission to read the Results. He too in a state of disbelief or presumably confused, made him to forget of his earlier statement in Salaga that it is God Who would choose a Leader for his good people of Ghana and did invite the Superior Military Officers to his Residence.

Fortunately for Ghana or unfortunately for him, the then CDS and the then Military Chiefs, held to their Constitutional Oaths or Commission Officers’ Oath to uphold, protect, defend the 1992 Constitution at all times, though they were fully aware that they may lose their jobs/appointments, because the appointments they held are coterminous with incoming Administrations.

The very gallant Senior Military Officers told the then Commander-in-Chief of the Armed Forces, that the Military wholeheartedly accepted the then verdict of the people. They stood their grounds despite the tantrums from a member of the then Government of the Day against this stand or posture, by the Military Commanders, Mr President you may be in a state of disbelief of this story, so you may wish for the veracity of this story.

Please, I hope our dear mama Lady Rebecca, the First Lady, your very supportive, hardworking, resourceful and beautiful wife, who together with the Second Lady (Mrs Bawumia), some of the Citizenry, wickedly smart denied her the allowances or cash package for sitting and past First Ladies, is closed to you So please let our Mama help you to read this by Googling for EC Chair sought ‘permission’ from military before declaring Akuffo-Addo as President-Elect at Adomonline dated 09 December 2019, credit to Adomonline.com).

His Excellency the President, It is God Who really chooses a Leader. Hence in 2016, His Royal Majesty Otumfuo Osei Tutu the 2nd, who was ordained in 1999 or so by God to be the King of Asanteman, so God imbued (impregnated) him with great wisdom and high negotiation skills type King Solomon so he was ordered into action by Almighty God to ensure without fail, the handing over of power to you, Presidential Candidate-Elect Nana Addo in 2017. His Excellency the President, I hope you have learnt a big lesson herein or can envisaged a danger in the 2024 Election, if we do not help the EC to once again do a very good job. Ghana (especially the EC) must ensure a very free, fair and transparent 2024 Presidential elections. She should

consider adopting e-voting because the two dominants Political Parties are both thinking that each will win the 2024 Elections. Hence, if the NDC happened to lose the 2024 Presidential Election, the first state of affairs in our democratic dispensation, the great NDC Party may not accept a loss of the Presidential election in three consecutive times.

So we are sitting on a time bomb and it is only Lady Jean Mensah and the very good work of the Security Chiefs, especially the Army Commander, who must follow the footsteps of the then Major General BK Akafia, then Army Commander, by physically and transparently ensuring that the Army personnel play a very fair role. General BK Akafia had to won his field Commanders to physical ensure the soldiers on the field support the IGP and his men to act as required of them and not to show any indication of favouring any candidate in the 2000 election. This saw, the election of the underdog candidate President Kofour. Or he should follow the very good work of the then Major General OB Akwa, the Army Commander during the 2016 that saw the Underdog candidate emerging as the President-elect.

Mr President, the Army Commander and his field Officers did their best in the 2020 election to ensure free and fair election, but due to what happened at Techiman etc, regarded as human errors, on the part of some of the citizenry (issue of Collective Citizenship/tribal sentiments which led to the mishaps which somehow dented one of the best elections by EC of Ghana, made the NDC to say something not good about the troops deployed at the affected areas.

This problem of tribal issues reared its ugly head in Dunkwa during one of the elections, I am sure the 2016 one. I detected it on my way from Kumasi to Bogoso. As a result of tribal issues, a very popular medical Doctor who established himself and his hospital in Dunkwa for a very long time, hence almost one of them as per the requirement for the election, so he stood on the ticket of the NDC as a Parliamentary candidate for Dunkwa in 2016 or so had to switch to a Constituency in the Upper East Region for 2020 National Election, where he won as MP for the area. Dual advantage connotation.

Talking about Dual matters, reminds me of the process for the amendment of the Dual Citizenship law by Parliament. Mr President I beg you to use your veto powers by not signing the amendment bill into law if the amendment contains other matters other than an amendment of this law to only involve or require the renunciation of the foreign Country’s Citizenship through the Office of the Speaker or Ministry of Foreign Affairs or as appropriate immediately an affected person is elected as a Member of Parliament. Expect a letter on this Subject, Sir.

Mr President, back to the work of the EC. The EC must ensure complete fairness/transparency by the involvement of all parties in all the processes before, during and the declaration of the election. She should do away with any excitement on receipt of the results but take her time to ensure the right details or get an honest team to help in the proper calculation/compilation of the results before the publication in the Gazette as required by the Constitution and for immediate proclamation for the consumption of the public. The EC must be given the sufficient funds to do the right thing.

Thanks to the current Chairperson of the EC, our dear sister, Lady Jean Mensah who has demonstrated the ability on judicious use of state funds. She claimed she saved 90million Ghana Cedis or so during the organization of the 2020 elections, unheard of in the History of Ghana. Maybe because she is not very good at arithmetic, she might have over budgeted, otherwise she deserved a National Award. Hence, the good Ghanaian media men and women ought to let the Citizenry to get the Auditor General to confirm the exact state of affairs.

She should be very thankful to His Excellency ex-President JDM Mahama for initiating a Digitization agendum and also thankful to His Excellency Vice President who saw the digitization through and now on the Digitalization process. The EC should consider e-voting. These Digitization and Digitalization processes will help you to speed up the transformation of the Goggisburg Economy to a National Economy that eliminates Corruption and ensure the Maximization of Revenue for the Administration and thus we may be able to attain the vision of Ghana Beyond Aid in our lifetime. Mr President, while we demanding Lady Jean Mensah and her team to put a good show, considering the next election is going to be like the Russia–Ukraine War with no underdog a (small fry) at either side and may degenerate into a third world war. For our case, no small fry from the NDC or the NPP will emerge as their Presidential candidates. So you or the Citizenry must ensure the NCCE, a Constitutional body is given adequate resources/support to execute its mandate.

Mr President as the appointing authority, I recommend you appoint a very vibrant and seasoned lawyer with good knowledge in security and geopolitics (a study of the influence of such factors as geography, economics, and demography on the politics etc of a state or a governmental policy guided by geopolitics), hence a graduate from the Kofi Anna Peace etc Academy to replace Lady Josephine Nkrumah who recently resigned as the Chairperson for the Commission.

Mr President the National Peace Council must also be supported with technical Staff and adequate funds to do a very good work in societal cohesion.

Mr President the attainment of the vision of Ghana Beyond Aid involves a process that would take a very longtime, say not less than 4 years (the gestation period of oil palm for us to begin to see signs of hope due to our current democratic dispensation with a rigid Constitutional provisions cum other factors which demand highly level of collaborative efforts through stakeholders engagement for the attainment of a common ground (win-win solutions) on thorny or controversial policies or issues.

Mr President, the passage of the controversial E-levy policy into law after 5months or so hectic debates tells of the urgent need for collaborative efforts through efficient and effective stakeholders’ engagement. Sir, the buck stop with you, so please you need to demo Leadership

by appropriate engagements as and when necessary or ensure your subordinates (Ministers) do so without fail.

Otherwise, Mr President be bold to discipline bad nuts. Please, note it is the failure on your part to ensure the right thing was done by the Hon Minister of Finance by buying in the inputs of major stakeholders, hence the delay in the passage of the E-levy into law, one of the contributing factors to the down grading of the Nation by Financial Analysts.

As a student of Risk management, I did agree with the downgrading of Ghana due to the initial clear indication that Ghana may not be able to pay or finance her debts due to the poorly package E-levy which met high resistant and was one of the tax handle to meet the ambitious expenditures (projects and loan payback) as in the 2022 budget, which show that you wanted to do almost everything in one year.

May be the Hon Minister had in mind to collaterize the expected revenue from the E-levy. It was really very shocking that the Minister of Finance was openly challenging the competencies or the report of the reputable analysts. He, the Hon Minister knows very well of the behaviour or sentiments of the Financial Market which depends on the reports of reputable Analysts for info on the credibility or otherwise of the borrower before new investors enter into the Market or old investors stay in the Market (this was the reason why the regime of His Excellency Ex-President Mahama had to go to the IMF to buy credibility, because the Market always feared of cooked figures from some prospective borrowers.

Mr President, a case example to drive my point home on cooked figures etc, was the loss of the investments of some of the Citizenry, including myself because we did not have the benefits of the report of foreign or reputable and honest Financial Analysts nor the opportunity to look into the books of the Financial Institutions or Banks before investing or keeping our investments with them. We rather depended on false news or reports from the banks or and friends or the luxurious life class of the owners/operators, fake awards awarded to them as well as their beautiful Office buildings etc before investing.

The rancor and acrimony or bad blood in Parliament due to the poorly package E-levy could have been avoided if you, through the Hon Minister of Finance had engaged the relevant Stakeholders especially the Telecommunications Companies, Financial Institutions, then the members of Parliament and others before sending it to Parliament or making it public.

So, Mr President, be bold (please see Her Excellency Nana Konadu Agyemang Rawlings for some medicine for Boldness) to:

  1. Either sack the Hon Minister of Finance for his failure to do the right thing especially to ensure participatory and collaborative efforts for Common Grounds (win-win solutions) for very important and smart Financial Policies like the Agyapa Royalties and E-levy. May be he needs to go to Manhyia Palace, Kumasi for one week tuition on negotiation techniques from the great King.

Or, Please warn him to stop his selfish way of doing things that resulted in the cancellation of a very brilliant policy on Mineral Royalties coined as the Agyapa Royalties which his selfish acts gave Hon Martin Amidu, the audacity and the lucrative opportunity to say something very bad against you, the Commander-in-Chief of the Armed Forces. Also, his poorly package E-levy policy caused the problems in Parliament consequently, International and Independent Financial Analysts saw that you may not be able to raise enough funds as stated in the 2022 Budget and had no other option than to honestly downgrade this Country to the worst grade in the History of Ghana.

Mr President, Ghana First, so please get him to stop his selfish way of doing things to ensure no derailment or delay to achieve the vision of Ghana Beyond Aid, as dreamt Big and Positive by you, the President.

Mr President, another disturbing issue is how the IGP otherwise you, the Commander-in-Chief of the Armed Forces (Chairman of National Security Council) has failed to acknowledge or can tolerate an act of insubordination by a Police Officer towards his Superior Officer namely the Chairman of Metro Security Council or the Mayor of Sekondi/Takoradi Metropolis.

Mr President, it was unprofessional or improper for the Police to badly handle (manhandle) the Mayor at an illegal Police Check-point around the Military Cemetery not far from the Takoradi Airport Roundabout and above all the Police at the Check point even had the audacity to cause his arrest instead of inviting him to the Police Station or report his conduct to the Regional Police Commander otherwise to the Western Regional Minister/the Chairman of W/REGSEC.

The behavoiur of the Police was unacceptable, which the IGP should not have tolerated at all. Because Police among other functions are to maintain law and order and this require high level of professionalism. What the Police did was use of excessive force to deal with the Mayor the Chairman of the Metro Security Council.

Mr President, the said snap Check-point used to cause a lot of problems between the Police at the area and Military personnel because this snap check rigidly established before 2000hrs was a nuisance to the public especially travelers beyond it towards Kwesimintin or Airforce and Navy Officers living area or Apremdo (2Bn) Barracks or Elubo or Tarkwa and beyond to Kumasi. Likewise to travelers travelling towards Cape Coast and beyond or Sekondi or to Takoradi Market etc.

So the Mayor of the area has a responsibility or duty of care to exercise his Constitutional function as a subordinate Officer of the President of Ghana as directed by both sections 3 and 4 of the 1992 Constitution, as Chairman of the Metro Security Council he must ensure the right thing was done and he could only do so by overtaking all other vehicles either to ensure the right thing was done for the fast movement of people within his Metropolis or get to his official duty area without obstruction at an illegal post (a money collecting point) other than at a Traffic Light where he is bound to stop if not granted the right of way or he is not escorted by a Police dispatch rider.

I am sure as a Mayor in the Metropolis he is entitled to a dispatch rider so the Regional Police Command should have apologies to him for not providing him with a credible Police escort which would helped the Mayor to avoid the embarrassment within his administrative jurisdiction.

Mr President, the IGP and the Police Command ought to the right thing by now and it is recommended the Mayor is reinstated to help in the speedy attempt to jump start the National Economy from doldrums attributed to COVID-19 pandemic, the Russia-Ukraine war and of course some mismanagement cannot be ruled out.

Mr President, some of the Citizenry had sleepiness night four days ago when one of the Fix the Country campaigners, Lawyer Oliver Barker-Vormawor read a State of the Economy or Nation Address. We must admit that he erred with his coup utterances but the IGP must also admit that he also erred by causing of his arrest at the Airport.

Whatever the crimes he might have fouled against the State whilst outside Ghana but the fact that he returned through an authorized route to Ghana on his own volition, the Police who must see to the development and maintenance of a peaceful atmosphere or enforcing the laws in Ghana, should have rather invited him to the Police Station or HQ for an investigation and charge him for any suspected crime that he has committed for which he must appear before a Court of Competent jurisdiction for the disposal of the case.

In this modern era of IT, the Police must be very careful not to give lucrative opportunity for somebody to leverage on a problem and make himself as a martyr (sufferer for a cause) to cause likely wide spread disturbances or mayhem in Ghana.

Mr President his State of the Economy Address was covered by both social medium and the traditional Press especially Metro TV one of my favorite TV stations, the Station with the very brilliant and very unbiased host for Good Morning Ghana by name Dr Randy Abbey.

Talking about Dr Abbey, I am told he is the acting GM of Metro TV. Mr President, Dr Randy Abbey has really proved that he worked hard to earn his PhD degree and like others he did not buy a fake PhD degree from Dr UN, fake institutions or from the Kejetia Market which was, built by his Excellency Ex-President JD Mahama.

I hope the CEO of Jospong Group will confirm Randy as the GM, but on behalf of the citizenry, I am to kick against making him the CEO, thus depriving us the Citizenry from seeing him and listen to his excellent knowledge/experiences on National Issues. Metro TV should not behave like TV3 or the parent Company namely, the Media General when the appointed as the CEO of Media General, the very promising and beautiful TV3, youthful anchor lady Beatrice Agyemang Abbey (who in the past interviewed a lot of personalities including sitting Presidents) and thus deprived or denied us from seeing her on the screen.

Talking about Mahama’s Kejetia Market, Mr President, please be informed that Messer Contracta Construction UK Ltd are doing a very good job with the Nana Addo’s Ultra-Modern Central Market and it will soon be commissioned by you to the pleasure of His Royal Majesty King

Osei Tutu 11. Please, I recommend that you on behalf of the good people of Ghana reward our great King for his very good negotiation skills in getting the former President Hand over to you in 2016 and his leadership role in the settlement of the Dagomba Kingship problem etc. You may among other rewards, name the Nana Addo’s Central Market after your dear Sister, Lady Juliet, the wife of the King or after his late Mother.
