The GoldBod US$1.7 billion loss saga comes under further scrutiny on The Point of View with Bernard Avle, as economist and Professor of Finance at the University of Ghana Business School, Prof. Godfred Bokpin, examines the full cost of Ghana's Domestic Gold Purchase Programme.
Prof. Bokpin argues that transaction costs are costs and must be fully reflected when assessing the overall cost of the intervention.
He says the domestic gold purchase arrangement involves several layers, including miners, aggregators, GoldBod as the monopsony and the Bank of Ghana. He therefore advocates a comprehensive value-chain approach rather than assessing costs in isolation.
The discussion also examines whether the programme was designed to make profits or accumulate gold reserves for broader economic and currency-stabilisation benefits. Prof. Bokpin maintains that even where the objective is reserve accumulation, the cost of implementing the intervention remains critical to evaluating its success.
He further questions whether Ghana could have achieved its reserve accumulation objectives at a lower cost, particularly given the significant rise in global gold prices.
Prof. Bokpin acknowledges GoldBod's role in strengthening Ghana's gold export efforts but argues that questions around its pricing regime, transaction costs, exchange-rate spreads and sustainability must be addressed as the institution moves towards its exit strategy.
