How much fiscal value does Ghana actually derive from its mining sector?
On The Point of View with Bernard Avle, Christopher Nyarko, Director for Analysis, Research and Finance at the Ghana Chamber of Mines, responds to concerns that mining's contribution to government revenue is not proportionate to the sector's size when compared with oil and gas.
He explains the differences in cost structures between mining and oil and gas, the various fiscal contributions from mining companies, and why direct comparisons between the two sectors may not tell the full story.
The discussion also examines Ghana's proposed sliding-scale royalty regime, with the Chamber of Mines raising concerns about the sharp increases in royalty rates at higher gold prices.
Mr Nyarko further highlights differences in revenue governance and transparency between the mining and oil and gas sectors, including the absence of a framework in mining similar to the Petroleum Revenue Management Act.
