Who gets to be American, from the moment they're born? The U.S. President wants to redraw that line. President Donald Trump is taking another swing at birthright citizenship. New executive orders go after so-called birth tourism, and widen decades-old exceptions to who's automatically a citizen at birth. The Supreme Court already blocked his first attempt back in June. This time, the fight may come down to a single phrase: 'alien enemy', a term so loosely defined even legal scholars aren't sure how far it stretches.
