Mr Hammond argues that the U.S. evidence establishes that the convicted individual attempted to arrange or facilitate bribery but does not necessarily prove that money was actually paid to him or other Ghanaian officials.

He also rejects suggestions that his parliamentary committee knew about or benefited from any alleged bribe, questioning how the alleged amount could have been distributed among MPs and parliamentary staff.
