Julius Neequaye Kotey Explains DVLA’s Delinquency Charges on Motorists

Chief Executive Officer of the Driver and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, says the Authority is prepared to defend in court its imposition of delinquency charges on motorists with expired driver's licences.
He insists the fees are approved by Parliament and are not determined by the DVLA.
His comments follow calls by public policy think tank CUTS International for Parliament to investigate the legality and administration of the charges and for the DVLA to suspend them pending disclosure of their legal basis, approval process and calculation formula.
Speaking to the media on the sidelines of a courtesy visit by Ga Mantse King Tackie Teiko Tsuru II to the DVLA Head Office in Accra, Mr. Kotey said the charges were introduced in 2012 and amended in 2025.
He explained that the Authority's new IPP Pro system automatically applies the approved fees and prevents staff from manually removing the charges.
The DVLA CEO also alleged that before the introduction of the system, some staff were able to remove delinquency charges and negotiate payments with motorists.
