AKSA Bribery Case: Parliament Failed Its Gatekeeping Role – Samuel Bekoe | Point of View

The Asante Kwaku Berko AKSA bribery case has opened a wider debate about Ghana's power sector, parliamentary oversight, transparency and the value Ghana has received from the controversial AKSA power deal.

On The Point of View with Bernard Avle, energy and governance experts examine the allegations surrounding the deal and the questions now confronting Ghana following developments in the United States.

Executive Director of the Centre for Extractives and Development Africa, Samuel Bekoe, argues that Parliament did not play an effective gatekeeping role, saying the U.S. case has exposed weaknesses in Ghana's oversight of the transaction.

Bekoe is also pushing for the publication of the AKSA Power Purchase Agreement, arguing that greater transparency is needed. He questions whether claims about sensitive information in PPAs should prevent the public from accessing the details of agreements involving significant public resources.

Energy analyst Ben Boakye of ACEP also raises concerns about AKSA's performance, saying that during its first five years of operation, the company delivered only about 16% of its expected energy to the national grid.

Bernard Avle challenges Boakye on a key question: If AKSA underperformed, why is the company still operating and why is government continuing to engage it?

Boakye explains the circumstances and argues that Ghana must now take a closer look at the arrangement.

The discussion also examines which Ghanaian officials could potentially be questioned, the role of the Ministry of Power, Parliament and other institutions in approving and overseeing the deal, and whether Ghana's regulatory and accountability systems worked as they should.

The experts ultimately raise a critical question: What should Ghana do about AKSA at this point?

For Ben Boakye, the answer is clear: pause, investigate and look into it.

Watch the full Point of View with Bernard Avle for an in-depth examination of the AKSA bribery allegations, Asante Kwaku Berko case, parliamentary oversight, the AKSA PPA, power sector performance and the implications for Ghana.

The bribery allegations discussed in the programme are allegations and should not be treated as proof of wrongdoing by individuals who have not been found guilty.
