Volta Economic Corridor: Government Begins Talks for Private Investment Concession

Government has begun negotiations on a Master Concession Agreement for the Volta Economic Corridor, a move aimed at developing a commercial and financing framework to attract private investment into the project.
The negotiations involve the Volta River Authority (VRA), the 24-Hour Economy and Accelerated Export Development Secretariat, and the Ghana Infrastructure Investment Fund (GIIF).
The parties are expected to complete the technical, legal and financial processes within three weeks, with plans to sign the agreement by August 26, 2026. However, the commercial terms of the concession are yet to be finalised.
The Volta Economic Corridor, approved by government as a national project in July 2025, is expected to leverage the Volta Lake and surrounding land to reduce transport costs, support agriculture and industry, create jobs and expand trade opportunities.
Chief of Staff Dr. Julius Debrah described the project as a national priority, while Presidential Adviser and Chair of the 24H+ Secretariat, Augustus Goosie Tanoh, said the negotiations mark a transition from policy plans to an investment-ready structure.
The proposed concession will not affect hydroelectric power generation at the Akosombo Dam, as VRA will continue to maintain responsibility for the dam, water management and Ghana's electricity supply.
