China launches special campaign against organized crime

China has launched a one-year special campaign against organized crime, beginning in July. Known in Chinese as "sweep away black forces and eliminate evil," the initiative aims to root out traditional criminal gangs that bully and intimidate the public, while placing new emphasis on organized criminal groups operating online and those using "soft" coercive tactics such as harassment and blackmail.

According to Chen Wenqing, the Communist Party of China's top official overseeing law and security, the campaign follows the direction of China's top leader and will not hesitate to target corrupt officials who act as the "protective umbrella" for organized crime.

The previous nationwide campaign, which ran from 2018 to 2020, led to the dismantling of more than 3,000 criminal organizations. Anti-organized crime efforts then entered a normalized phase with the enactment of China's first Anti-Organized Crime Law in 2021. Authorities said criminal cases and homicides both fell in 2025, reaching their lowest levels this century.
