One was a signed memo stating that the Justice Department was formally rescinding the order that created the anti-weaponization fund. The other was an unsigned statement intended to clarify the scope of the IRS protections.

But questions remain about whether the move will hold up legally. Some Justice Department attorneys have privately raised doubts about the document Blanche signed, arguing it may not be binding. While the anti-weaponization memo bears Blanche's signature, it does not include signatures from Trump's current personal lawyers, who would have been parties to the original settlement with the administration.
